Job Summary
Disbursement Head :- supervises, plans, organizes, directs, and manages the administrative and operational activities of the Accounts Payable, Payroll, and Reconciliation functions within the Fiscal Resources Division and leads the preparation of financial statements for various trust funds.
Disbursement Head Responsibilities:
- Plans assigns, organizes, reviews and directs the work of staff, programs, and functions in the assigned areas, implementing and administering the programs and activities cost-effectively;
- Selects, supervises, trains, motivates, assigns, evaluates, counsels, and disciplines staff involved in the Accounts Payable, Payroll, and Reconciliation units in Fiscal Resources;
- Designs and implements controls for data entry input and output for Disbursements' computer systems and interfaces;
- Develops strategic proposals and advise management on the operational cost impacts of potential labour contracts.
- Coordinates activities with representatives of other jurisdictions, internal and external auditors, and outside vendors;
- Manages the activities and budget of the Disbursements section which provides professional, technical and administrative support in the areas of accounts payable and payroll;
- Develops and implements policies and procedures;
- Participates on various internal committees and provides staff support to outside finance committees;
- Acts as a liaison in financial areas with representatives of other districts, Federal, State, city and county financial officers, internal and external auditors, and outside vendors;
- Develop annual and long-term compliance review plans including the scope and major areas of review within an assignment;
- Prepares audit reports and reviews reports prepared by staff for adequacy and accuracy;
- Monitors implementation of recommendations from internal and external auditors;
- Analyzes, evaluates and oversees the Disbursements section's financial accounting systems, recommending and designing modifications and upgrades,
- Performs related duties, as required.
