REPORTS TO: Country Representative
DUTY STATION: Addis Ababa
MINIMUM HOURS OF WORK: 40 Hours per Week
JOB SUMMARY
Reporting to the country representative, the Technical Director has overall responsibility for planning and coordination of all project-related activities and personnel. S/he will provide strategic and operational leadership to develop and implement a holistic, integrated development program that are in line with Project HOPE’s strategic directions. The Technical Director will have a significant role in new health program development related to RMNCH, Infectious and non-infectious diseases and health system strengthening. The Technical Director will maintain close working relationship with Donors, the Federal Ministry of Health and other sectors of the Government of Ethiopia, and partners as needed. The Technical Director will closely work with senior project leads and ensures the timely submission of all deliverables to Donors including annual work plans, performance monitoring plans, and quarterly performance reports.
SPECIFIC RESPONSIBILITIES
PROGRAMMES DELIVERY AND MANAGEMENT
Responsible for the development and implementation of health programs in Ethiopia.
Provide strategic guidance, leadership and ensure technically sound decision-making processes.
Lead and motivate project HOPE technical staff in the delivery of the program’s goals and objectives.
Responsible for ensuring and maintaining quality of projects that are under the supervision of each project or technical lead.
In collaboration with different technical leads and experts, develop, review, and revise strategies for new projects.
Ensure project strategies are in line with government policies and protocols.
Lead and coordinate development of detailed annual implementation and monitoring plans.
Oversee the overall implementation of the different health activities implemented by Project HOPE Ethiopia team.
Ensure that all activities are planned and supervised, risks identified and managed to ensure smooth implementation.
Work closely with Project leads and M&E leads to ensure donor reports are on track and prepare standard high level quarterly progress reports for all activities.
Work closely with the Director of Finance and Operations and Logistics Coordinator to ensure adequate support in logistics, procurement, and administration to deliver the Project effectively and at a high standard.
Organize and conduct regular field visits at all project sites involving the Senior Leadership Team, donors, and HQ back stops.
Coordinate with other thematic areas (gender, education, heath, livelihoods, agriculture, etc.), during implementation and future program design and development process.
Ensure that interventions are gender transformative to support the different needs of women, girls, boys, and men.
Work closely with the MERL and RLP team to document Projects’ learning, and incorporate analysis and lessons learned into new strategies and advocacy work.
Provide leadership in the development, testing and implementation of improvements in all programs in collaboration with regional CQI and local focal persons.
Ensure timely start-up of the Project in collaboration with program leads, HQ and other field staff through planning and organizing the Projects’ kick off meeting, lead the development of detailed work-plan/ implementation plan and budget, monitoring plan, etc.
Ensure that value for money can be effectively demonstrated to the Donor.
Liaise with the Finance and Operations Director and Finance team to ensure that accurate Project expenditures and monthly projection reports are produced and disseminated to Project leads for their review, correction, and accurate feedback.
In collaboration with the project leads, review and finalize project reports (monthly, quarterly & annually) prior to submission to the Country Representative.
Produce other reports that may be required by Project HOPE for internal and external communication, advocacy and media consumptions.
