Special Advisor for ICT

Objective:

The Ministry of Health is seeking a highly skilled and experienced Special Advisor for ICT to join our dynamic team. As a Special Advisor for ICT, your objective will be to provide expert guidance and strategic advice on information technology matters, with a focus on software development. Your role will involve assessing the organization's IT infrastructure, identifying areas for improvement, and developing innovative solutions to enhance technological capabilities. Additionally, you will play a crucial role in formulating and implementing IT strategies that align with the ministry's business objectives, particularly in software development initiatives.

Roles and Responsibilities:

• Evaluate the organization's existing IT infrastructure and systems to identify strengths, weaknesses, and areas for improvement.
• Develop and implement strategies to enhance the organization's IT capabilities, ensuring alignment with business goals.
• Provide expert advice and recommendations on the selection, implementation, and maintenance of IT systems, hardware, software, and software development tools.
• Stay up-to-date with the latest technology trends and advancements, and assess their potential impact on the organization's software development practices.
• Collaborate with cross-functional teams to define software development requirements and ensure effective integration of IT systems and software solutions across the organization.
• Oversee the implementation of IT and software development projects, ensuring they are completed within budget and timeline constraints.
• Provide leadership and mentorship to junior IT staff and software development teams, fostering a culture of continuous learning and professional development.
• Stay informed about industry best practices, methodologies, and regulatory requirements related to IT and software development, and ensure the organization's compliance.
• Collaborate with software development teams to define coding standards, best practices, and software development methodologies.
• Participate in software design and architecture reviews to ensure scalability, performance, and security of the software solutions.
• Collaborate with stakeholders to gather software requirements and translate them into technical specifications.
• Work closely with software developers to provide guidance and support throughout the software development lifecycle.
• Conduct code reviews and ensure adherence to coding standards and best practices.
• Collaborate with quality assurance teams to ensure comprehensive software testing and quality assurance processes.
• Evaluate and recommend software development tools, frameworks, and technologies to enhance productivity and efficiency.

Reports to: MoH, ICT Executive Office

Employment Type and Duration: The contract will be for one year (12 months), with possibility of extension subject to performance and budget availability

Salary: 60,141.00

Educational Back Ground 

• Master’s degree in Information Technology, Information Management, Software Engineering, Computer Science.

Work Experience:

• 12 years proven work experience at least 5 years of experience in software or web development.
• Experience in Moodle administrations
• Experience in developing Digital health Applications
• Strong knowledge of IT systems, Cloud Computing, infrastructure, emerging technologies, and software development practices.
• Demonstrated expertise in developing and implementing IT strategies that drive business growth and efficiency, including software development initiatives.
• Excellent problem-solving and analytical skills, with the ability to assess complex IT and software development issues and develop practical solutions.
• Exceptional communication and interpersonal skills, with the ability to effectively convey technical information to both technical and non-technical stakeholders. 
• Strong leadership abilities, with a track record of successfully managing and mentoring a team.
• Relevant certifications (e.g., ITIL, Oracle, C#, ASP.NET ) are highly desirable.
• Both the Civil service and MoH Human Resource Development rules and regulations will be applied to guide the day-to-day services of the postholder.
