Health Product Procurement Coordinator

Ministry of Health would like to invite competent and interested applicants for the following positions. 

Job Description:

Ministry of Health is looking for a Health Product Procurement Coordinator and support health programs in Ethiopia under the guidance and supervision of the Pharmaceutical and Medical Device Lead Execute Office. The coordinator will closely work with different Ministry of health agencies, RHBs and other supply chain stakeholders to improve the health supply chain management.

Responsibilities:

• Plan, coordinate, and execute the procurement of health products for health programs, in collaboration with program managers, technical experts, and finance staff
• Conduct market research and analysis to identify and evaluate potential suppliers, products, and prices
• Participate in Preparation of Pharmaceuticals price index in collaboration with Stakeholders
• Update and follow up purchase orders, ensure timely delivery and quality of procured health products
• Maintain accurate and complete records of procurement activities and transactions, and ensure compliance with donor and organizational policies and procedures
• Provide technical assistance and guidance to partners and stakeholders on health product procurement and supply chain management, including forecasting, quantification, quality assurance, and logistics.
• Ensure relevant reports are generated and shared timely.
• Provide overall technical support to ensure effective supply chain operations from request all the way to delivery to end user
• Building capacity among the supply chain team across the country
• Strengthen commodity logistic management, information management and tracking at health facilities.
• Identify and implement opportunities for improvement and innovation in health product procurement and supply chain management, and share best practices and lessons learned
• Build and maintain strong relationships with internal and external stakeholders, including donors, suppliers, government agencies, and other partners
• Closely work with EFDA, EPSS and other relevant Supply chain actors.
• Coordinate and support supervision to the regional health bureaus and health facilities

Reports to:MoH, Pharmaceutical and Medical Device Lead Executive Office

Employment Type and Duration:The contract will be for one year (12 months), with possibility of extension subject to performance and budget availability

Educational Back Ground

• Master’s degree or higher in Pharmacy, Pharmaceutical Logistics and Supply Chain Management, Logistics and Supply Chain Management, Health Supply Chain Management,  Global Health Procurement and Supply Chain Management, MBA with specialization Business Administration, Logistics and Supply Chain Management or Project Management.
• Having undergraduate degree in Bachelor pharmacy is mandatory.

Work Experience:

• Minimum 8 years of proven work experience in health product procurement and supply chain management in public health programs at federal or regional level for a master’s degree OR 6 years of proven work experience in health product procurement and supply chain management in public health programs at federal or regional level for a PhD degree; out of which 4 years proven work experience in health program products large scale procurement, contract management and/or quantification.

Skills and Competencies:

• Demonstrated knowledge and skills in procurement processes, methods, and techniques, including sourcing, contracting, negotiation, and supplier management
• Familiarity with health products, such as medicines, diagnostics, and their specifications, quality standards, and regulatory requirements
• Experience in working with different donors, such as USAID, Global Fund, or UN agencies, and their procurement and compliance policies and procedures is advantage.
• Proficiency in Microsoft Office and with business application software, purchasing and resource planning systems
• Excellent communication, interpersonal, and negotiation skills
• Strong analytical thinking and problem-solving skills
• Ability to work independently and as part of a team, and to manage multiple tasks and priorities in a fast-paced environment
• Fluency in English, knowledge of other local languages is an asset.
• Both the Civil service and MoH Human Resource Development rules and regulations will be applied to guide the day-to-day services of the postholder.
