Habitat for Humanity Ethiopia (HFHE) is a branch of Habitat for Humanity International (HFHI). HEHE is currently operating under Africa Habitat for Humanity International. Since it started operation in 1993, Habitat for Humanity Ethiopia has supported thousands of families and individuals. Initially focused on mortgage houses for families affected by poverty and other vulnerabilities, the organization has expanded its efforts to incorporate vulnerable group housing, urban slum upgrading, urban resilience building, water sanitation and hygiene (WASH), and Disaster Risk Reduction Response (DR3)-WASH Resilience Building.

JOB SUMMARY

In line with HFHI’s ‘Pathways to Permanence’ strategy, the DRRB Specialist will have responsibility for managing /backstopping one or more grant-funded DRRM (emergency response, early recovery, resilience-building, or Disaster Risk Reduction) projects from a range of donors. She/he will be responsible for overall program quality, ensuring projects under his/her responsibility comply with donor requirements, as well as project plan management standards and procedures. This includes collaborating on project and grant management teams to ensure programmatic, operational, and financial deliverables of projects are met. S/he will participate in related research and documentation efforts and represent HFHE at sector meetings and events.

Essential Duties and Responsibilities: 

  • Identify and track relevant upcoming funding opportunities, particularly those flowing from ongoing project portfolio – through advanced intelligence gathering, partner relationships, and other available resources.
  • Organize capacity-building training, education, and promotion of community-based disaster risk reduction measures.
  • Establish or strengthen community-based disaster management committees so that they can prepare their local context disaster preparedness plans.
  • Provide technical assistance to local authorities, local partners, and community members on housing and settlement regulatory issues (policies, codes, and standards; local-level coordination; capacity building of local systems; quality assurance; household-level awareness of risk and safety, and tenure support).
  • Engage in networking and coordination with humanitarian partners at a federal, regional, and local level.
  • Adopt and utilize the humanitarian standard tools for assessments (Post Distribution Monitoring, Core Humanitarian Standards)
  • Conduct prospecting visits to HFHE’s field offices to identify and prepare for upcoming funding opportunities. Gather and analyze intelligence to inform proposal strategy.
  • Support development and participate in Action Plans for per-solicitation proposal preparations and bid planning including partnership building, bid strategy, development of win-themes, oversight of and contribution to technical design, drafting management and other sections of the proposal in advance of the solicitation.
  • Participate in the development of proposals and ensure proper submission of quality, responsive bids. Oversee the development of teaming agreements.
  • Provide oversight of technical design and cost proposal. Prepare HFHE’s DR3 capacity statements and other relevant documents/sections. Ensure proper internal review/quality control processes. Draft other sections of the proposal where appropriate.
  • Represent HFHE’s business development interests at relevant meetings, events, and within resource mobilization or donor-specific peer networks.
  • Manage the budget, staff, and projects of the DRRB Department.
  • Work with the Finance team to review and oversee budgets and ensure timely and appropriate use of project funds.
  • Identify project monitoring and evaluation needs on field programs and work with the M&E team in developing M&E action plans and documentation of effective practice and program impact.
  • Promote program quality by identifying the field program's technical needs and coordinating the necessary technical assistance.
  • Livelihood 
  • Development and implementation of livelihoods assessment tools and approaches.
  • Develop livelihood promotion capacities within the program, partners, and at woreda and community levels to protect livelihoods and achieve food security. 
  • Provide capacity building and training of HFHE and partners for livelihood interventions. 
  • Strengthen woreda-level livelihoods promotion systems. 
  • Develop standards and systems for implementing livelihood approaches working with rural communities. 
  • Liaise with other NGOs, and relevant Government agencies to ensure good coordination of effort, avoid duplication, and share lessons and approaches for maximizing impact.

Minimum Required:

  • BA in Rural Development, Economics, DRM, Livelihoods studies Food security. 
  • At least Seven years of experience in disaster response and resilience building project design & development and program management experience, with a focus on DRM-relevant programming.

Skills: 

  • Technical background in relevant field (Housing, WASH, Public Health)
  • Knowledge of best practices and approaches for project management.
  • Work experience in emergency response, post-conflict, or early recovery settings.
  • Willingness to travel to the field to support ongoing program portfolio or project(s).
  • Plans and monitors own work, pays attention to details, and delivers quality work by deadline.
  • Appreciate/respect differences, be aware of unconscious bias, and confront discrimination.
  • Open to creative ideas/known risks, is a pragmatic problem solver, and makes improvements.
  • Demonstrates compassion/understanding towards others and forms positive relationships.
  • Shows drive and motivation, able to deliver calmly in the face of adversity, confident.

  • Excellent planning, communication, and organizational skills.

  • Strong report writing and presentation skills.

Duration of the contract: 2 years with possibility of extension.

Salary:                Negotiable
