Organization Background:

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.

Activity Overview:

USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028)

Position Summary:

The consultant will be collaborating with the MoH Strategic Affairs Executive Office and EHIS Provider Affairs and Quality Assurance LEO, Health Financing Advisor and others stakeholders to design the blended provider payment, develop implementation manual and tools, and conduct other activities for the piloting. 

Duties and Responsibilities:

  • Review local and international experiences and design Blended Capitation Performance Based Financing (PBF) provider payment mechanism in collaboration with MoH and EHIS, and Health Financing Advisor
  • Prepare the blended provider payment mechanism implementation guideline and formats
  • Incorporate feedback from stakeholders and finalize the guideline
  • Develop training materials on the blended provider payment and provide training
  • Perform preparatory activities for baseline assessment, develop assessment tools and support the data collection and analysis, and summarize the findings
  • Develop terms of reference (ToR) and other necessary documents to recruit Universities/medical colleges for the baseline assessment 
  • Develop pilot site selection criteria in collaboration with MoH and EHIS, and Health Financing Advisor
  • Conduct the necessary data collection and conduct the analysis, and select pilot sites in collaboration with MoH and EHIS
  • Develop an agreement document for the blended provider payment piloting in consultation with MoH and EHIS
  • Perform other duties assigned by the supervisor.
  • Advanced degree in public health, health economics and other related field.
  • At least 8 years of experience in health system/health financing.
  • Proven experience in health financing program design and implementation, preferably in provider payment mechanisms design and implementation 
  • Experience of working along the health system - from community, primary health care units and referral hospitals.
  • Effective verbal and written communication and presentation skills.
  • Experience of interacting with local governments, international organizations, and civil society representatives.
  • Adaptability to change and problem-solving abilities.
