Background

IOM Ethiopia’s Protection Unit works closely with the Government of Ethiopia, and various stakeholders to contribute to addressing the needs, as well as to promote and uphold the rights of individuals and their communities.

Under the direct supervision of the Senior Programme Officer (Protection), and in close coordination with the Protection Programme Officers, and in close cooperation with all Protection and non-protection teams, the successful candidate will support the planning, budgeting, implementation, liaison, communications, and reporting for the IOM Ethiopia GBV interventions across the different programming areas.

In particular, he/she will undertake the following responsibilities and accountabilities.

Core Functions / Responsibilities:

  • Provide technical guidance to protection and non-protection teams on areas related to Gender-Based Violence (GBV), case management, and gender and protection mainstreaming in IOM Ethiopia’s programming areas.
  • Work with Programme Officer (Protection Emergencies) to enhance IOM’s GBV in Crisis (GBViC) framework in post-conflict programming.
  • Contribute to the development and implementation of GBV strategies, and in coordination with Protection Programme Officers, support GBV needs assessments and safety audits, produce, share, and discuss reports and recommendations from findings with protection and non-protection teams.
  • Identify gaps and challenges in the implementation of protection activities, including General Protection, GBV, and community-based protection, and recommend possible solutions to Senior Programme Officer (Protection) and Protection Programme Officers.
  • Support the development, and provide technical inputs, of protection/GBV standard operating procedures (SOPs), in line with global and IOM standards on GBV programming, to facilitate high quality of specialized programming activities.
  • Assist Protection Programme Officers to evaluate and document training needs within protection and non-protection teams; implement trainings on GBV prevention and mitigation, safe referral procedures and improving procedures/practices on GBV disclosures within protection and non-protection teams.
  • Provide technical and operational guidance, coaching, training, and follow-up to the GBV programme staff in the different sub-offices across the country, in coordination with relevant Heads of sub-offices and the Programme Officers
  • Identify potential areas to expand GBV and protection programming and contribute to the development of new projects utilizing local context assessments, GBV AoR prioritization, and internal IOM priorities.
  • Contribute to the design of gender-responsive/transformative approaches in all IOM programming, including engagement of men and boys on areas related to women’s leadership, rights and roles within the communities.
  • Provide inputs on GBV related areas for reports for donors, government and other relevant stakeholders ensuring timely submission and compliance with donor and IOM requirements.
  • Liaise and coordinate with government entities, implementing partners, United Nation agencies, civil society, donors, and other stakeholders, and participate in relevant cluster, AoR, task force, and working group meetings.
  • Undertake duty travel to project sites to conduct field monitoring and implementation review, where necessary.
  • Perform other related duties as assigned.

Educational Qualification

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with two years of relevant professional experience; or
  • Master’s degree in the above-mentioned fields is required.

Experience

  • Experience working on Protection, GBV programming and/or with vulnerable individuals or communities in an emergency or post-conflict environment.
  • Experience in humanitarian and/or development programming relating to migration, refugee, and internally displaced persons (IDP) issues.
  • Demonstrated experience on GBV case management, including capacity building, supervision and coaching of caseworkers, development and revision of technical tools.
  • Experience in conducting ethical safe assessments, data collection, and information-sharing.
  • Excellent track record of effective working relationships with UN, government, and non-government partners and communities.
  • Experience in designing and delivering effective gender transformative programming an asset.
  • Experience in project management, results-based management, and Monitoring, Evaluation, Accountability and Learning (MEAL) an asset.
  • Working experience in conflict and post-conflict areas an advantage.

Skills

  • Excellent interpersonal, cross-cultural and diplomatic skills and the ability to lead and work collaboratively with a diverse team.
  • Ability to apply key protection and GBV resources including, inter alia, IOM’s Gender-Based Violence in Crises (GBViC) Framework and toolkit, Inter-Agency Standing Committee (IASC) GBV Guidelines, Inter-agency Minimum Standards on GBV in Emergencies, to ensure effective and quality programming.
  • Ability to lead the design and delivery of effective capacity building on GBV topics and areas for protection and non-protection teams as well as partners including local government and AoR members.
  • Solid reporting and organizational skills, and ability to be flexible and work well under pressure in a fast-paced and detail-oriented team environment.
  • Demonstrated proficiency with Microsoft Office applications, including Word, Excel, SharePoint, and PowerPoint.
  • Understanding of IASC humanitarian architecture and global GBV initiatives.
  • Sound knowledge of Protection/GBV standards.

Languages

  • Fluency in English and Amharic (oral and written) is required.
  • Working knowledge of other local languages spoken in Ethiopia.
