Positive Action for Development (PAD) is an indigenous, non-governmental, humanitarian, and development organization legally registered at the federal level by the Federal Democratic Republic of Ethiopia Charities and Societies Agency on June 6, 2011, with a registration number of 2330.

Based on funding from multiple donors, PAD is implementing various projects to support the affected communities and countries through education, CCCCM, shelter and NFI, food security and livelihoods, WASH, health, and nutrition sectors. PAD is currently implementing 12+ projects in various parts of the country.

PAD would like to hire a qualified WASH officer for an EHF-funded project titled "CBPF-ETH-24-S-NGO-27645 and Multisectoral Response to El Nino-induced Drought-Affected Communities in Siraro Warda of West Arsi, Oromia Region." and an EHF-funded project titled "CBPF-ETH-24-S-NGO-27717 and Integrated Responses to El-Nino-Induced Drought and Crisis-Affected Communities in Lasta Warda of the Amhara Region.”

Project Development

  • In collaboration with other project staff and stakeholders, participate in the preparation of project-related criteria, guidelines, and manuals.
  • Provide inputs that contribute to the improvement of project effectiveness and the development of new project proposals for organizational sustainability.

Project planning, coordinating, and organizing

  • In collaboration with project staff, prepare personal periodic project plans on a monthly, quarterly, and annual basis and submit them to the project coordinator or manager.
  • Organize and facilitate trainings, workshops, and meetings for stakeholders on different issues.
  • Ensure the proper delivery and effect of project-related resources on project target areas. 
  • Provide technical assistance to the targets and stakeholders to improve project activities.
  • Assist target groups to periodically assess and document the performance of the project.
  • Ensure the mainstreaming of gender, disability, and other cross-cutting issues in all project-related activities.
  • Track project progress and recommend changes to the immediate supervisor. 
  • Ensure implementation: all project activities are in line with the allocated budget and project objectives.
  • Ensure the involvement of all concerned stakeholders in the implementation of activities.
  • Encourage stakeholders to contribute a cost share and compile and document supporting documents.

Collaboration, liaison, and representation

  • Communicate and maintain good relationships on a regular basis with project staff, government structures (regional, zonal, and woreda), community representatives, and other stakeholders.
  • Establish and maintain a close working relationship with the grass-roots government structure.
  • Compile the profiles of relevant stakeholders in the project.

Project Monitoring, Evaluation, Reporting, and Learning (MERL)

  • Conduct regular supportive supervision for each target group. 
  • Identify gaps in the implementation and recommend improvements.
  • Facilitate and take part in regular joint supervisions with key partners and stakeholders.
  • Collect, compile, and analyze the relevant project-related data for project updates and documentation.
  • Prepare and submit monthly, quarterly, annual, and training/meeting reports to the immediate supervisor.
  • Maintain proper documentation of all supporting documents and project-related data in a systematic manner.
  • Compile case studies, best practices, and success stories on the project on a regular basis.
  • Take part in the baseline, mid-term, and final evaluations of the project.
  • Participate in periodic staff meetings and document evidence.

Others

  • Provide technical assistance to direct reports if there are
  • Ensure the safety of all organizational assets.
  • Perform any other duties that contribute to the realization of the project objectives in particular and the success of the organization in general, as assigned by the immediate supervisor.

Specific roles and responsibilities

Under the supervision of the project coordinator, the WASH officer will be responsible for the implementation of the Water, Hygiene, and Sanitation project for IDP returnees and the host community, including monitoring and supervision of the renovation of all water schemes, sanitary infrastructure, and promotion of hygiene: safe water management, latrine use for defecation, solid waste disposal, vector control, and environmental health activities, and participating in regular hygiene promotion activities with health extension workers. Specific roles and responsibilities include the following:

  • Prepare an annual and quarterly action plan and implement it as planned with close consultation with the project coordinator.
  • Facilitate, organize training, and equip water scheme operators and management committees.
  • Ensure the WASH activity implementations are as per the standard quality and implementation plan.
  • Attend regular WASH cluster meetings in consultation with the project coordinator.
  • Participate in needs assessments, planning, organizing, and implementation of WASH programs in the implementation area.
  • Coordinate site location, mobilize the community to participate in the rehabilitation and renovation of water schemes, promote the community to use latrines for defecation, practice proper waste management at the Woreda and household levels, and promote safe water management.
  • Prepare and submit regular project reports to the project coordinator.
  • Undertakes day-to-day field visits to target communities to assess local conditions and monitor WaSH activity progress.
  • Provide updates on challenges and lessons learned to WASH on reporting.
  • Participate in assessments and surveys in collaboration with the national WASH teams and other Woreda teams.
  • Carry out any assignment given to him or her by the supervisor.

Qualification: BA/MSc Water supply, hydraulics engineering, geology, construction engineering, soil and water engineering, and related fields.

Experience: At least 6 years of relevant experience, of which 3 years in a team and sector leadership position

Minimum five years of professional experience in WASH facilities site identification, design, and construction, i.e., in spring development, borehole drilling and upgrading, pile installation, installations of pumping systems including solar panels and motorized generators, sanitation, and hygiene campaigns with strong involvement in direct implementation of WASH works.

  • Fluency in local language: both written and verbal.
