I JOB SUMMARY:

 

The purpose of the Early Warning Officer position is to coordinate early warning data collection, analysis and reporting periodically. She/he participates in representing CARE at Woreda or zonal level seasonal emergency need assessments and others as required. She/he also works in close collaboration with local government offices and communities in the whole process of early warning activities and in the process of updating all the concerned bodies on time. The incumbent will closely work with zonal Government counterparts, food cluster, and communities in JEOP woredas including need assessments, context monitoring, vulnerability-based targeting (VBT) and market monitoring activities.

II. RESPONSIBILITIES AND TASKS:

 

Job Responsibility #1: Early Warning Data Collection and Assessments - % of Time: 35%

·        Coordinate and collect periodic early warning data (weekly and monthly), analyze and report to CO in time.

·        Facilitate and participates in Woreda /zonal level seasonal (Meher and Belg) food security needs (crop and livestock performance) assessments in CARE program areas.

·        Document reliable early warning information needed for planning and development of emergency mitigation and preparedness strategies emergency response concept note development.

·        Participate in planning, organizing and conducting rapid disaster assessments and relief intervention impact assessments and other related surveys (emergency nutrition surveys);

·        Produce EW related flash reports and timely communication or circulate for internal consumption.

·        Coordinate and collect Context Monitoring and Market data in the assigned operational woredas and report on time

·        Ensure that the JEOP vulnerability based targeting identifies the most vulnerable households to receive assistance .

·        Provide training on VBT and related other early warning to stakeholders as deemed necessary.

·        Work closely with internal compliance and risk monitoring team to address gaps identified in relation to VBT are addressed timely.

·        Capture and document lessons learned, best practices, challenges, and recommendations from the VBT process

·        Ensure VBT data collection and related activities are completed in compliance with VBT guideline and tools

Job Responsibility #2: Program Implementation - % of Time: 25%

·        Coordinate the timely submission of SMS EW data on regular basis

·        Actively participate and support FOs on the development and implementation of emergency preparedness, mitigation, and development plans.

·        Provide information related to emergency management to FOs for the development of action plans.

·        Support the organization in strengthening community based early warning system.

·        Ensure linkages of relief and development activities in CARE Ethiopia through provision of contemporary valuable and practical thoughts.

·        Participate in CARE program proposal development, evaluation, and other activities.

Job Responsibility #3 Reporting and Documentation - % of Time: 15%

·        Work with Head office and field office team in generating reports on various assessments and general situations.

·        Maintain good network with partner organizations at Woreda and Zonal levels working in early warning system.

·        Organize early information into accessible work files and provides advisory service to users.

·        Share received reports produced and circulated by other agencies and update CARE FO management on key issues.

·        Engage in Master beneficiary list based on VBT prioritization sheet and sign on document as needed

Job Responsibility #3: Training and Capacity Building - % of Time: 15%

·        Identify appropriate mechanisms to enhance the capacity of CARE and partners staff to effectively implement and use EW systems.

·        Identify training needs and gaps for the smooth functioning of EWS.

·        Coordinate capacity building training for government and CARE staff at Zonal and Woreda levels.

·        Frequently travel to field to assess local situations and provide appropriate backup.

·        Play key roles in building the capacity of Woreda and community level early warning systems.

Job Responsibility #4: Performs Other Duties as Assigned - % of Time: 10%

III PROBLEM SOLVING (Thinking Environment)

·        Levels one and two of problem solving apply to the incumbent. The incumbent involves with daily routine activities, she/he also uses interpolative skills to pick and choose the right solution to address given problems. 

IV GENDER EQUALITY

·        The EWO will be responsible for ensuring that gender equality and diversity values are upheld in the recruitment, orientation, performance assessment and management of staff.

·        Provide adequate time for staff to participate in gender sensitivity workshops and related events.

IIV Qualifications

·        B.Sc. in Disaster Risk Management, Agriculture, Climate Change and DRR or related field

·        3 years of relevant experience with the first degree and 2 years of relevant experience plus for post graduate degree holders in Disaster Risk Management and rural development works.                                                                             

·        NGO experience is a plus. Supervisory skill is mandatory.

 

Desired:

·        Exposure to and knowledge of food security or rural development or in early warning and disaster management.

C) TECHNICAL SKILLS

Required:

·        Computer skill.

·        Interpersonal and communication skills.

·        Proficiency in English and report writing skills.

·        Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainable development.

Desired:

·        Knowledge of different Statistical software and local language skill

D) COMPTENCIES

IV. CONTACTS/KEY

·        The EWO is expected to establish and maintain open and cordial relations with government offices, communities and other partners regarding early warning and disaster management works. She/he is also expected to establish and maintain an effective relationship with the Project Managers, Humanitarian Team Leaders , and other concerned staff. 

VII. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED. 

·        The EWO is based in FO. She/he travels 50% of the time to assess and collect relevant early warning information at Zonal, Woreda and community levels.
