Organizational Overview
The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2011, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is working to boost itsā institutional strength with a special focus on enhancement of human resource capacity. Accordingly, NEBE would like to invite applicants for Junior Political Parties Expert I position who meet the following requirements.
Job Summary
Junior Political Parties Expert I responsible to facilitate the registration of political parties and ensures activities of political parties are compliant with the legal framework.
Duties and responsibilities
- In consultation with Management, handle and review political party compliances before and after registration;
- Support on the development documents linked with political parties support and others;
- Assist in preparation of strategies and operational plans for engagement with political parties, civil society, media, and donor partners;
- Provide logistics for events, such as conferences, workshops, seminars, and meetings organized by the department ;
- Support the preparation and assembly of briefing materials for events, as needed;
- Develop a good working relationship with relevant departments within the NEBE to better liaise on events or activities that bring departments together;
- Organize a user friendly and easily accessible filing systems;
- Monitor changes within NEBEās work or operations plan and communicate them to the departments accordingly;
- Assist in procurement of equipment, supplies and services in a transparent way;
- Support the preparation, publication and dissemination of information materials to responsible department;
- Provide secretarial services for immediate supervisors;
- Support in organizing of trainings for political parties and others;
- Support in the preparation of reports, background papers, studies, concept notes, talking points, and work plans assigned by the supervisor; and
- Implement other legal tasks assigned by the NEBE Management Board.
- Handle any other assignments as per the direction given from the supervisor.
Reports to: Deputy Head, Political Party Affairs Department
Duty station: NEBE Head Quarter, Addis Ababa
Salary: As per the organization salary scale (Competitive)
Qualification
Education and Work Experience
3 years for Bachelor | 0 years for Masters in Law, political Science, Human Rights, International Relations or any related field.
Knowledge:
- Knowledge of international and local legal frameworks governing political parties and elections
- Knowledge of conflict resolution mechanisms
- Ability to document files scientifically
- Capacity to conduct research and briefs
Know-How (Skills) (Technical competencies):
- Knowledge of Ethiopiaās political context;
- Knowledge of the electoral cycle approach, election observation/electoral assistance is a must;
- Strong planning, communication and writing skills;
- Excellent computer literacy;
- Excellent working level of English and Amharic languages; in both writing and speaking;
Behavioural competencies:
- Not member of a political party.
- Enthusiastic team player;
- Ability to perform effectively under high pressure, hardship conditions and long working hours;
- Ability to work with senior management;
- Willingness to adhere to all principles of confidentiality;
- Ability to show initiative, good judgment, and resourcefulness;
- Good negotiation skills;
- Sound analytical judgment;
- Ability to prioritize work, multi-task and meet deadlines;
- High sense of integrity, have a strong ethical and moral principles, confidentiality and initiating sound judgment.
