Job Summary
The Senior Program Design and Development Manager under the leadership of the Deputy Country Director in MSIE, will lead the business development and program operations teams in the overall operation of business development and contracts/programs of the department to ensure:
- Lead new business and proposal development;
- Strategic communications;
- Knowledge management;
- Programmatic thought leadership; and
- Programmatic problem identification and solution implementation
Duties and tasks
1. Business Development
New business proposal efforts include, but are not limited to;
- Lead the identification, tracking, and monitoring of upcoming opportunities and proposals in tandem with new business research, long-term forecasting, and general desk research, in coordination with the Directors of different departments, Program Director, CD of MSIE, regional and global offices
- Serve as proposal coordinator and/or lead proposal manager during the application window:
- Serve as liaison with partners, subcontractors, or other key organizational relationships related to bid program and delivery design.
- Serve as liaison with subcontractors, prime contractors, or other partnering organizations in the development of pricing/cost materials and other budget development elements (in tandem with the Director-Finance, and Corporate Services)
- Manage, and/or conduct recruitment activities for bid staffing including rate negotiations, CV development, reference collection, security clearances, and other supporting documentation.
- Conduct bid-specific desk research and other data collection outreach related to bid capture.
- Write proposal sections such as organizational rhetoric performance, forecasts and corporate capabilities summaries.
- Lead and/or participate in business linkages and proposal development trips as assigned, including organizing, planning, and execution.
- Represent MSIE at donor agency, partner, and potential customer meetings and external conferences as designated by the PD and CD
- Work closely with the communication department to develop and design marketing and communications materials for internal and external stakeholders events.

2. Program Management
- Provide technical oversight to current programs in MSIE, including supervision of project management; knowledge management, thought leadership (development of tools, methods, approach, and best practices); and technical assistance, as assigned.
- Work with project teams to identify challenges, propose and implement solutions, and make recommendations for challenges requiring further intervention.
- Participate in project implementation to include technical review and tracking of program deliverables by leading the MEAL team under his/her supervision
- Review, edit, and finalize technical program work and deliverables, including requests to doors, CVs, reports, and others.
- Coordinate preparation and review of program reports (quarterly and annual).
- In coordination with the corporate communications team and the field project teams, maintain and update the internal/external MSIE website for programmatic content.
5. Build partnerships and support in developing resource mobilization strategies:
- Provide technical support to the development of partnerships and resource mobilization strategies;
- Identify potential programmatic areas of cooperation, based on strategic goals of MSIE country needs and donors’ priorities and develop the relevant partnerships.
6. Advocate and facilitate knowledge building and management and communication:
- Ensure documentation of program achievements and arrange in a way it is shared to external partners and donors in collaboration with program team members, area offices and communication team
- Contribute to the exchange of information and knowledge products internally and externally of the programme
- Organize major advocacy campaigns, events, trainings, workshops, and knowledge products in collaboration with communication team
- Oversee the Monitoring, Evaluation, Accountability and Learning (MEAL) activities of MSIE
- Supervise and manage the MSIE MEAL team, research and program advisory team to deliver as the expectation
- Coordinate the development and preparation of financial resources of the project portfolios including budgeting and budget revisions, and expenditure tracking and reporting.
A. Qualification Requirement
Education and certification:
· MA/MSc degree in international relations, communications, education, public policy, public health, or related field and a minimum of fifteen years of related experience required.
Experience:
· Substantial experience with international clients and stakeholders
· Must be able to take initiative and work independently as well as part of a team
· Must have the ability to work under pressure with limited guidance
· Must have excellent writing and oral presentation skills
· Willingness and availability to travel are intentionally required
· Demonstrated skills with a variety of software programs, internet communication platforms, and social media required
