Background
CST Ethiopia represents the overseas development and humanitarian agencies of the Catholic Church from England and Wales (CAFOD), Scotland (SCIAF), and Ireland (Trócaire) in Ethiopia. The three agencies have over 40 years of experience in international development and humanitarian response and are each member of worldwide networks, including Caritas Internationalis. Currently, the three agencies jointly operate a single, integrated country programme in Ethiopia through the legal entity CST Ethiopia.
CST Ethiopia through it six local partners is implementing a project titled Strengthening Survivor Cen- tred Responses: Holistic, Comprehensive, Survivor-Centred GBV in Emergencies programming in Tig- ray. Overall objective is to ensure that women, girls, boys and men, including GBV survivors, receive timely, effective, survivor-centred crisis response services. It employs a set of inter-related interven- tions to ensure improved provision of lifesaving, timely, survivor centred GBV specialised services by government and civil society agencies in Eastern, Central, South-eastern and Southern Tigray. There are 32 WGSS sites in Central, Eastern, southeastern, South Zone and Mekelle City Administration.
CST Ethiopia is looking to conduct a final evaluation of the stated project through assessing the extent to which the project has achieved its goals and objectives and produced expected outcomes/impacts on target participants. The assignment will identify both anticipated and unanticipated outcomes. The evaluation will assess the project against indicators in the project logical framework and OECD DAC evaluation criteria (documents and capture best practice and learning). In addition, it will assess the effectiveness of the project’s approach and methodologies to identify best practices that can be of use to practitioners and donors interested in replicating the project approach. A lessons learnt docu- ment will also be developed to capture best practices that can be replicated.
Bidding will be conducted through the Competitive Bidding Procedures based on CST Procurement Guidelines and is open to all potential consultancy services.
Bidders should submit renewed license for the current year, VAT certificate and Taxpayer Identifica- tion number (TIN).

Bids must be sealed and delivered to the address above or though email on June 12th 2024 5Pm. All bids must be sealed as technical and financial separately. Bids will be opened in the presence of the bidders’/ representatives who choose to attend and date of opening will be announced through email.
The BID documents shall be submitted in person at CST Mekelle office around Homeland Hotel and Addis Ababa Kirkos Sub city, Woreda 3, Kebele 4, Next to Gotera Don Bosco, Catholic Salesianum or Infront of Yared church main gate,
CST reserves the right to accept or reject any Bid at any time prior to award of the contract without giving any reason thereof.
