In Ethiopia, NCA has been operating since 1974. Currently operating in 10 regions, NCA’s programs are implemented together with local faith-based and resource partners. In its current strategic period (2020-2024), NCA Ethiopia is implementing programs focused on Climate Climate-resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response. NCA is a member of various CSO networks, coordination mechanisms, and clusters in Ethiopia.

NCA Ethiopia would like to invite interested and qualified applicants for the following position.

Position Title:                 Regional Cluster Coordinator – Amhara and Oromia

Reporting to:                   Humanitarian Program Manager

Duty Station:                  Based in Addis Ababa with frequent travel to project sites.

Length of Contract:         Six months (July to December 2024)

Salary:                            ETB seventy-five thousand

Job Summary: 

The Regional Cluster Coordinator is a new position in which the position holder will be expected to provide broad support to the development, implementation, monitoring, and follow-up of NCA’s humanitarian program in Amhara and Oromia regions implemented by NCA as well as projects which are implemented through our local partner.

The coordinator is expected to participate in regional cluster coordination meetings and provide updates about the progress of each cluster. He /she will also expect to provide updates to the country office about the regional humanitarian situations. The coordinator also will communicate with the regional government office representing NCA and facilitate the government agreements at regional as well as zonal offices. He/she will provide technical support to NCA’s implementing partners, monitor and follow up on the overall performance of humanitarian programs in the region, and share the field monitoring reports. He/she will provide support for effective project implementation and advise partners for better and quality service delivery, be involved in the rapid assessment, provide training to staff, proposal development, project monitoring and report writing for humanitarian programs, contribute to preparing head office as well as donors reports following their requirement.

The coordinator is also responsible for building strong and collaborative relationships with NCA’s core and resource partners and thematic teams, providing oversight, and direction, and ensuring coordination of partner programs to implement annual work plans and deliver high-impact results. He/she is also responsible for monitoring and assessing implementation progress, identifying barriers and constraints, and working collaboratively with partners and NCA teams to devise solutions. The candidate will also support the Head of the Humanitarian Program Manager in ensuring the projects’ grants refer to technical standards and considers government standards.

The position requires a qualified and experienced individual with strong personal integrity, commitment, skill in coordination, and capacity building. The person to be employed needs to accept the Code of Conduct of ACT Alliance.

Major Duties & Responsibilities:

  • Regularly support partners to engage in local-level cluster coordination. Support strong and effective coordination of GBV action in humanitarian contexts.
  • In collaboration with NCA and partners map existing coordination mechanisms to foster collaboration with agencies implementing projects at regional, zonal, and district levels.
  • Assess the capacity of NCA partners related to cluster coordination, and active attendance, and bridge the gap based on the identified needs.
  • Represent NCA in regional coordination platforms and clusters. Develop a relationship with a range of key stakeholders.
  • Collect information on core advocacy concerns identified by existing clusters and plan for collective action and accountability.
  • Compile monthly, and quarterly reports on NCA and partners cluster attendance status.
  • Maintain NCA's code of conduct and principles of accountability.
  • Adhere to and support the NCA management in?coordinating the implementation of and adherence to NCA’s PSHEA and CS policy in the different clusters.
  • Manage other essential assignments as directed by the supervisor.
  • Fluency in English and knowledge of the local languages is a plus.

Minimum qualifications and experience: 

  • Master’s degree in social work or public health, Community Health, International Relations, International Law, or Human Rights.
  • At least 7 years of relevant in emergency and humanitarian relief operations is essential including experience in managing and coordinating emergency projects. Demonstrated skills in program planning, implementation, and monitoring. 
  • 5 years of experience in GBV program management and experience working in humanitarian settings – preferably in an acute emergency
  • Prior training in gender issues and their application in international humanitarian or development settings.
  • Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings
  • Knowledge of humanitarian emergency operations and roles/responsibilities of humanitarian actors
  • Knowledge, skill, and experience in participatory on GBV in emergency and overall protection-related interventions and approaches.
  • Strong training, coordination, networking, facilitation, Partner and different stakeholders' management and communication skill
  • Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with a wide range of actors, groups, and individuals respectfully and carefully.
  • Fluency in English and knowledge of the local languages is a plus.
