The Center for Victims of Torture (CVT) is an international nonprofit organization dedicated to providing trauma rehabilitative services to survivors of gross human rights abuses, including torture, and works toward a future in which gross human rights violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally, and internationally through programs that provide trauma rehabilitative services, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.

General Description of Role

The Monitoring and Evaluation Officer (M&E Officer) is responsible for the entry, analysis, and reporting of confidential clinical data. The M&E Officer will implement and maintain electronic data collection systems, monitor the integrity of collected data, and provide oversight for the data collection process generally; contribute to reports for a variety of audiences; as well as report on client progress to lead clinicians and other clinical staff. The M&E Officer will report to the Monitoring, Evaluation and Learning Coordinator.  

Main Responsibilities

Data Management: (35%)

Enter, clean, and maintain electronic records of clinical activities and client outcomes, including trauma rehabilitation, trauma resilience workshops, parenting activities, and crisis response activities, either directly or through supervision of Assistant M&E Officer. Process completed assessment forms and other data collection tools (submitted by clinical and counseling staff); enter the data into a database/dataset; verify that data is correctly entered; detect and resolve data integrity issues. Create documentation of computer file folders and location of database/dataset files. Store original (blank), master, and analysis (files created for analysis) files in separate computer folders. Name and organize data files and folders according to the documented convention. Back-up data storage files after each wave of data entry. Safeguard the confidentiality of client data. Maintain system of clinical records, and ensure the secure storage of all hard and soft copies of client data.  

Reporting: (25%)

Contribute to regular reports concerning clinical assessment data for both internal and external audiences. External audiences include weekly/monthly reports to ARRA/UNHCR, quarterly reports to BHA and annual reports to the UN and BHA. Internal audiences include monthly reports to CVT Headquarters International Services staff, requests from CVT Research Department, or local, ad hoc, requests from clinical, counseling, or administrative staff.

Monitoring: (20%)

Monitor data and data collection processes to ensure adherence to data collection protocols, especially as it relates to clinical assessment measures. Identify problems with data collection, including patterns of missing data, internal reliability, problematic content of particular questions, and so on. Collaborate with clinical, counseling, research, and administrative staff to address and problem solve data-related issues. Report deleterious or ongoing data-related issues to the Monitoring, Evaluation and Learning Coordinator. Ensure that no changes are made to the clinical assessment forms without the approval of CVT Research Department.

Data Analysis and Evaluation: (10%)

Analyze and interpret results using SPSS/PASW and Microsoft Excel (for reporting and ad hoc analyses). Calculate frequencies, descriptive statistics, and generate figures/graphs (e.g., bar charts, pie charts). Analyze client outcomes using crosstabs, t-tests, Cohen’s D, and other statistical techniques. Score client measures for aggregate reporting and analysis purposes. Devise and conduct additional analyses as needed to respond to requests to address substantive evaluation or clinical questions.  

Support Collection of Clinical Data: (5%)

Maintain original, blank, paper copies of the clinical assessment forms. Ensure that a supply of adequate paper forms is available as needed by clinical and counseling staff. Work with clinical and counseling staff to ensure adequate procedures are in place to securely collect, enter, and store confidential client information, especially as forms exchanged between clinical team and M&E team during data entry. Support collection of data from internal and external clinical trainings, supervision, psychoeducation, sensitization, commemoration, etc. Provide regular M&E capacity building trainings to clinical staff.

Consultation and Communication: (5%)

Consult with CVT staff (i.e., admin, clinical, research) concerning data management, data collection, data analysis, or evaluation topics as requested. Consult and/or collaborate on other reporting efforts involving data as requested. Maintain communications with clinical and counseling staff and admin and logistics. Participate in clinical/counseling meetings/gatherings as possible. Gain familiarity with our work with clients. Gather meaningful questions from clinical, counseling, and administrative staff concerning our clients and our program. Conduct analyses and present results from CVT data, both internally and externally at topical meetings or conferences.

Qualifications

  • Must have a Bachelor’s degree in Psychology, Social Work, Economics, Statistics or other Social Science with substantial research and data analysis training component.
  • Three years of experience at minimum
  • Must be fluent in English and Amharic, written and spoken. 
  • High level of attention to detail.
  • Excellent computer skills, including Microsoft Office, particularly Excel.
  • Strong administrative skills.
  • Excellent written and verbal communication skills. 
  • Ability to communicate in a highly professional manner with a variety of audiences, including government representatives, donors, refugee and IDP community members, and partner agencies’ staff.
  • Able to work independently, self-motivated.
  • Ability to meet deadlines.
  • Able to maintain confidentiality.
  • Good team player: able to take direction and work collaboratively with others.
  • Results oriented.
  • Flexible and able to adapt to change. 
  • Very good level of self-organization.
  • Ability to promote the values of equality, non-discrimination, and human rights for all.
  • Willing to travel within the operation areas.

Desired qualifications

  • Experience with statistical software, such as SPSS
  • Experience with online surveys, such as Alchemer
  • Fluency in other languages such as Tigrigna. 
  • Advanced degree or other certifications in social science, computer science, program evaluation, etc.
