Background:
Chemonics International is seeking applications for a long-term, full-time, Logistics Officer for the five years, $44.95M USAID-funded Urban Water, Sanitation and Hygiene Activity (Urban WASH). Urban WASH supports accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas in ten cities. The activity aims to enable and professionalize WASH service providers; foster markets for pro-poor and inclusive WASH services; strengthen WASH planning, budgets, and service delivery oversight; and strengthen accountability amount urban WASH sector actors.
Job Summary:
The Logistics Officer will report to the Sr. Procurement Manager, responsible for overseeing day-to-day logistics in the main Addis Ababa office and related needs in up to 10 regional offices. He/She will be responsible for fleet management, office management, and general logistics needs related to Urban WASH activities.
Duties and Responsibilities
Vehicle Fleet Management
- Oversees driver and fleet management to include assisting with driver scheduling based on technical and operations activities, maintaining fuel and maintenance contracts, collecting, and filing vehicle logs, adhering to Chemonics and USAID procedures.
- Coordinates, facilitates and controls all vehicle requests, assigns and dispatches vehicles according to priorities and needs of users
- Arranges annual inspection of project vehicles and ensure maintenance is up to date per Chemonics standard policy and procedures
- Oversees driver fleet
Logistics/Procurements
- Supports Urban WASH with filing and maintenance of filing systems, both electronic and hard copy.
- Assists with procurement needs and ordering of supplies for the office, including but not limited to receiving quotes from potential vendors and overseeing the project inventory.
- Maintains administrative systems, including but not limited to communication logs, filing systems, inventory, and budget trackers.
- Maintain staff contact lists as needed
- Prepares status reports on goods ordered by procurement officers and recipients of supplies.
- Acts as the focal person with TSAs ensuring all activities related to the transportation and vehicles management are in line and complied with the company SOPs
- Tracks and arranges all residential and commercial lease agreements with any related modifications in addition of organizing all payment packages for these lease as stated in the agreements.
- Oversees all travel logistics for local staff traveling to ten regional cities including booking hotels, arranging flights, and driving logistics.
- Supports the communications and procurements team to ensure that events, workshops, and meetings are set up per USAID expectations.
Visa & International Logistics
- Facilitate Visa applications and processing for international staff traveling to Ethiopia.
- Draft and Sign Visa welcome letters.
- Coordinates the processing of passports, work permits, visa, and other immigration support.
- Oversee hotel BPAs, book hotel, ensure drivers are set up, process visas, ensure laptop and phone set up, and oversee driving to and from airport for international staff.
- Facilitate duty free papers and related activities with USAID and Ministry Foreign Affairs
Professional qualifications
- Bachelorās degree in logistics and supply chain management, social sciences, or business administration or other relevant field.
- 4 years of professional experience required in logistics, warehousing and/or transportation.
- Experience working for USAID, foreign organizations, or international donors preferred.
- Preferred experience working with local governments and/or water supply projects
- Proven capacity to work in an effective and collaborative manner.
- Demonstrated leadership, versatility, and integrity
- Familiarity with MS Office software suite
- Solid personal interaction skills and the ability to act as a liaison between suppliers and customers.
- Ability to work in a team and self-manage.
- Fluency in English is required. Working professional proficiency in Amharic strongly preferred
