POSITION:       Newborn and Child Health Advisor 

REPORTS TO:    RMNCAH-N Service Delivery Director 

DUTY STATION: Addis Ababa 

PROGRAM: USAID-Empowered Community Activity

Activity background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

Empowered Communities Activity is a USAID funded activity implemented by Project HOPE led consortium that includes JSI, Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization( MCMDO), Progynist, and Family Guidance Association of Ethiopia (FGA-E), . The activity will be implemented in the next four years between January 18,2024 to 17 January 2028 in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

Project HOPE strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. One of the expected result areas is to increase delivery of quality RMNCAH-N services through local NSA health facilities through Improved enabling environment for NSA engagement in the delivery of RMNCAH-N services; increased access to quality RMNCAH-N services in NSA managed health facilities and RMNCAH-N program learning, and innovative ventures enhanced for NSA managed health facilities. 

 

Job Summary 

 

The Newborn and Child Health Advisor is responsible for providing technical leadership and guidance to ensure the effective planning, implementation, and evaluation of newborn and child health programs in Non-state Actor Managed health facilities. This role involves collaborating with various stakeholders, including healthcare providers, government agencies, and non-governmental organizations, to improve health outcomes for newborns and children.

 

Specific roles 

  • Design, implement, and monitor newborn and child health programs and initiatives implemented by USAID ECA
  • Prepare the annual activity implementation work plan, monitoring indicators, and periodic reports for child and newborn health programs as per the donor requirement.
  • Ensure that the program objectives, strategies, and activity plans are in accordance with the national priorities, program descriptions, and donor priorities. Ensure programs are based on evidence-based practices and up-to-date health guidelines.
  • Provide technical assistance pertained to child and newborn health to healthcare providers and program staff.
  •  Adapt child and newborn health-related guidelines, operating procedures, quality audit tools, and protocols to make them applicable for use in private/Non-State Actor-owned health facilities.
  • Develop and implement capacity building initiatives to improve clinical skills, facility management, and quality assurance at private/Non-State-Actor owned facilities.
  • Conduct competency-based training sessions and organize workshops to enhance the capacity of healthcare professionals in delivering quality newborn and child health services at Private/Non States Actors owned facilities.
  •  Establish monitoring and evaluation frameworks to assess program impact and effectiveness.
  • Analyze data and generate reports to inform program improvements and decision-making.
  • Conduct field visits to monitor program implementation and provide on-site support.
  •  Support the USAID ECA field team in developing the operational plan at the district level, as well as preparing the quarterly activity report and donor report. 
  •  Facilitate partnerships and coordination between private/non-state facilities, government health authorities, and other stakeholders to advocate for policies and practices that promote newborn and child health.
  • Participate in national and international forums to share knowledge and best practices.
  • Develop and maintain strong relationships with donors and partners.  
  • Lead/co-author publication of documents such as technical brief, lessons learned ,program brief, best practices for improved   newborn and child health interventions.  
  • Provide technical support to strengthen regulatory and accreditation systems for Private or NSA owned child and newborn health services
  • Promote the integration of innovative approaches and technologies in program design and implementation.
  • Stay updated on the latest research, trends, and advancements in the field of newborn and child health.
  •  Undertake additional relevant tasks within the scope of his/her expertise as assigned by the supervisor or the organization.
  • Advanced degree in Public Health, Pediatrics, Nursing, or a related field.
  • At least 5 years of experience in newborn and child health programs, preferably programs related with public private partnership support.  .
  •  Strong technical expertise in newborn and child health, and quality improvement support initiatives
  • Up-to date experience in collaborating the national initiatives to improve newborn and child health.
  •  Excellent project management and organizational skills.
  •  Proficiency in data analysis and interpretation.
  •  Effective communication and interpersonal skills.
  • Ability to work collaboratively with diverse stakeholders.
  • Familiarity with the national strategies and guideline for newborn and Child Health 
  • Proficiency in English and Amharic
