General Information

Mine Action intervention (Explosive Ordnance Risk Education and VA) for HI is an activity that seeks to reduce the risk of injuries from explosive ordnance and remnants of war by raising awareness of the community, adopting and promoting safe behavior, to IDPs, the host community, and humanitarian actors in conflict-affected areas.

HI will implement EORE, and VA activities at the South-Eastern and Eastern zones of Tigray, and through close collaboration and integration with the EPSS RE team, DRC VA team, Hospitals, Health Centers, and service providers the main role of social workers will be the identification of Victims of EO/ERW, and through conducting home visits for detail need assessment facilitating both internal and external services for victims like for functional rehabilitation, MHPSS, Medical/health service and cash assistance. Through Close collaboration with the PM, Rehab, MHPSS, and AVR teams actively involved in the service mapping and referral pathways. Working closely with partners and service providers and through need assessment referring victims to the identified service providers. 

HI under the GFFO MA project will have four social workers two of them will be assigned in the South-Eastern and the other two will be based in the Eastern Zones of the Tigray region. They are highly expected to work closely with the AVR and VA team and focus on victim assistance, and referral service by using the identified service providers.

RESPONSIBILITIES

 

  1. Identification and Referral of EO/ERW Victims  

  • Actively involved in the Mine Action activities focusing on EORE and Victim assistance through close coordination integration with the HI and EPSS RE Team

  • Receiving victims of EO/ERW from the HI and EPSS RE Team and other partners of the MA AoR

  • Identification of EO/ERW victims in the community through collaboration with frontline workers and as per the need assessment referring them to service providers

  • Complete a full general assessment taking into account social and environmental factors in cooperation with the beneficiary’s caregivers and/or family members wherever possible.
  • Actively seek and identify individuals in need of HI services in the community, within the scope of HI activities and according to beneficiary guidelines. 

  • Develop and reinforce the relationships with stakeholders including INGOs and community focal points, to improve the beneficiary identification system.

  • Work as a team with the NTS/EORE, MHPSS, Rehab and EOD Team, and MA AoR members and advocate the needs of EO/ERW victims and persons with disabilities

  • Supporting the CSEIS, KAP, Workshops, and Cash support, and economic empowerment activities 

 

        2. Directory of Service Mapping 

  • Through close collaboration with the EORE/NTS, MHPSS, and Rehab Project Officers selecting frontline workers and service providers in the intervention areas

  • Supporting the project officers/team in facilitating the workshop with service providers and frontline workers 

  • Assigning focal persons for each service provider in all intervention areas

  • Supporting the development of the service mapping and referral pathway

  • Working as per the service mapping and achieving the targets of the referral service

     

       3. Reporting Database of Victim Assistance 

  • Ensure accurate qualitative and quantitative follow-up of beneficiaries according to the project planning.

  • Ensure all relevant data and documentation are completed in the VA database

  • Effective use of the assessment and data reporting tools including Assessment Forms and referrals– all in the required electronic / paper format.

  • Daily encoding and updating of the VA database

  • Submitting weekly reports to the MHPSS, Rehab, and Livelihood officers

  • Contribute to the daily and weekly work plans, with the support of the project team

  • Actively complete any other reports to be made upon line manager request.

  • Considering the MoUs with service providers providing a series of follow up to victims who have referred to any service 

  • Sharing updates on the referral service like beneficiaries' progress, additional service requirements, and any challenges as much as possible immediately 

  • Strengthen the active referral system in the project locations

     

        4. To demonstrate an ethical and professional practice at all times:

 

  • Respect and ensure beneficiary confidentiality and safety. 

  • Ensure timely reporting of any incidents or acts that cause any harm to the beneficiary or to others. Especially as the social workers are working on victim assistance, they should share any EO/ERW incidents, and hazardous/contamination locations ASAP immediately to the local authorities and MA AoR members including the Rehab, MHPSS, EORE/NTS team 

  • Respect and promote HI’s Policies on Child Protection and Sexual Exploitation and Abuse (PSEA) and report to the line manager any disrespect of HI’s policies amongst the teams or partners. 

  • Always ask for beneficiaries’ consent before the beginning of any session.

  • Behave respectfully concerning the culture and religious backgrounds of beneficiaries and always respect a refusal of intervention.

 

     5.  To demonstrate willingness to improve professional competencies and continuously improve the quality of social services provided through HI:

  • Participate willingly and actively in training sessions and capacity-building activities organized by HI.

  • Respect each team member’s position, work, and specialty.

 

Knowledge required 

Essential  

 

        BA Degree in Social Work, Sociology, Psychology, and other Social Science Disciplines 

         with two or more years of direct experience.

  • Experience in referral service especially Victim Assistance
  • Capacity in Community Engagement and mobilization
  • Experiences within the community activities both in the IDP camps and Host Community.
  • Ability to work in collaboration and integration with partners and service providers in the areas of emergency response 
  • Good communication skills
  • Strong comprehension of the needs of conflict-affected communities and persons with injuries and disabilities
  • Strong skills in community mobilization.

Desirable:

  • Experience in Mine Action Intervention focusing on EORE, VA, MHPSS and Rehab is an advantageous
  • Experience in hospital settings is an asset
  • Familiar with MS Office (Word, Excel) and the use of emails and electronic communication systems

Skills required

Essential

  • Good written & spoken in Tigrigna (the local language)

  • Written and spoken English is an asset

  • Ability to work within a team and collaboration  

  • Ability to work with diverse beneficiaries 

  • Strong interpersonal, communication skills, and active listening as well

  • Having a strong team spirit
