The Economic Empowerment Inclusive Livelihood Project Officer, under the supervision of the HMA Project Manager, will be responsible for the identification, need assessment, and registration of beneficiaries who are direct victims of EO/ERW including selection, planning, and management of business to victims who have existing potentials to involve in small petty trade activities by providing on job training based on the need assessment reports.
The planned activities will be implemented in close collaboration with social workers, EORE/NTS team members, consortium partner colleagues, and responsible local authorities starting from Kebele to Zonal administration.
Duty Base
The Inclusive Livelihood Officer will be based in Mekelle, but responsible for both the South-Eastern and Eastern zones of the Tigray Region (With frequent travel to different target woredas):
Roles and Responsibilities.
In close collaboration with social workers, EORE/NTS team members, EPSS and DRC colleagues, hospitals and health centers identifying victims/survivors of EO/ERW
In close collaboration with responsible local authorities and SWs conducting home-to-home need assessment as part of existing potentials of victims for economic empowerment and livelihood activities
Organizing validated data of victims, collecting the ideas/interests of victims for different petty trade activities
Providing on-job training focussing on selection, planning, and management to victims who are eligible for cash support and economic empowerment
In collaboration with the eligible and responsible local authorities like Providing cash assistance to women and social affairs and/or job creation offices transferring the cash to beneficiaries through bank
Monitor and supervise the proper use of transferred cash for the intended purpose by targeted beneficiary households.
Conduct home-to-home visits and ensure the transferred cash is used for the intended purpose.
Will coordinate targeting of beneficiaries as per set targeting criteria and organize verification of beneficiaries jointly with stakeholders using general community meeting.
Ensure proper documentation of the project, including data collected, disaggregation beneficiary list (disability, age, and gender, etc), and nutrition good practices documented and shared to the HHMA Project Manager and MEAL Officer when required;
Ensure respect for HI’s policies as well as their implementation at all levels in project locations;
Incorporate participatory principles into community-level awareness-raising sessions on COVID-19 virus transmission prevention, rights of persons with disability, hygiene and sanitation promotion,
Report immediately any concern, or incident to the PM/OM related to child protection and safeguarding and PSEA;

Skills
Basic computer literacy (Word and Excel).

A high degree of confidentiality.
Good interpersonal and communication skills.
Ability to work with teams and develop team spirit.
Never been convicted, free from khat, smoking, alcohol, and substance abuse addictions.
