Brief introduction

REACH Ethiopia is a nonprofit local organization established and registered as an Ethiopian Residents' Charity, with the mission to contribute to community development through innovative community-based approaches. Currently, REACH Ethiopia is starting implementation of the USAID-funded Urban TB LON project in 4 largest cities in the country; Addis Ababa, Harari, Dire Dawa, and Shaggar in collaboration with the Ministry of Health Ethiopia, besides other active projects in Afar and Tigray regions. Previously, REACH Ethiopia successfully implemented community-based TB care (CBTBC) interventions and integrated health service projects in Sidama, SNNP, and parts of Oromia Regions.
Eliminate Tuberculosis is a USAID-funded project designed to reduce the national TB incidence and mortality from the baseline by increasing the quality, access, utilization, and sustainability of TB services in Ethiopia. The USAID Eliminate TB project is sub-awarded to REACH Ethiopia by Management Sciences for Health Inc., (MSH) to facilitate local capacity building in the implementation of community-level interventions and ensure the journey to self-reliance. The project is focused on high-impact case finding and prevention strategies to strengthen referral and linkage of presumptive TB cases in the community in selected high TB load facilitiesā€™ catchment in 3 regions (Sidama, SNNP, and Central Ethiopia) by using HEP and volunteers, and ensure improved case notification through reaching inaccessible population. The beneficiaries of the project will be high-load facilities and key populations mapped in the regions. The project will be implemented in collaboration with the Sidama, SNNP, and Central Ethiopia Regional Health Bureaus, This project is being implemented in the Sidama region, Hadiya, and Gedeo Zones. Close project collaborators include Zonal administrations and Health Departments, Woreda Health Offices, Health Extension Professionals (HEP), Public and Private health facilities, Women Health Development Armies (WHDAs), community associations, and TB clubs such as former TB patientsā€™ clubs.

Purpose of the position (general)
Under the leadership of the Regional Project Coordinator, the Regional Community TB Coordinator is responsible for planning, executing, and overseeing the successful implementation and delivery of CTBC program activities to achieve its intended goal in the implementation regions (Sidama SNNP and Central Ethiopia). He/she actively supports coordination for planning, implementation, and delivery of defined and agreed upon service delivery/practice of standards and provides oversight to all Community-based TB Care activities under the USAID Eliminate TB project that will be implemented in these settings.
S/he will support the regional project coordinator in developing the projectā€™s management plan and regularly review activity performance of zones/woredas community TB coordinators; discuss issues with the regional project coordinator and develop improvement plans when necessary; as per the close guidance of the regional project coordinator. S/he will closely work with REACH Ethiopia Zonal and Woreda Community TB Coordinators to engage the community TB workforce (HEP, WDAs, Volunteers) and ensure effective community-based TB care interventions are in place.  
 

Answerability and Position in the Organization
The Regional Community TB Coordinator reports to the Regional Project Coordinator.

Major and Overall Duties and Responsibilities: 
 

  • Development and implementation of community-based TB case finding, contact investigation, screening, TB treatment adherence; TPT;
  • Support in building and maintaining effective relationships with a wide range of people and sectors in implementation woredas, in addition to own team; when directed by the regional project coordinator;
  • Help build lower-level teamā€™s project management capability by collaborating with other staff, coaching and mentoring others, and generally encouraging the appropriate use of project management techniques;
  • Manage communications through media relations, social media etc; when directed by the regional project coordinator;
  • Keep all members of the team up-to-date with relevant project information; in consultation with the regional project coordinator and ensure technology is used correctly for all operations (video conferencing, presentations, etc.) when appropriate;
  • Comply with policies and procedures governing the project and ensure that the community TB activity is operating at maximum efficiency;
  • Prepare and submit reports, per the schedule, to the regional project coordinator; regarding project operations, and analyze and evaluate the effectiveness of the project and support the development of new methods aimed at greater success in CBTC implementation;
  • Actively support identification of key issues and priorities in line with USAID Eliminate TB project objectives for effective CBTC implementation and communicate to regional project coordinator;
  • Support the regional project coordinator in the development of workable plans to cope with prevailing situations; based on identified key issues and priorities;
  • Coordinate and arrange field visits; monitor CTBC activity implementation by REACH Ethiopia head office team; by USAID/ETBE project team; in close consultation with the regional project coordinator and compile every field visit summary report and submit to regional coordinator;
  • Ensure the CTBC implementation experiences from REACH Ethiopia Woredas are shared with other USAID/ETB project Woredas in both demonstration and learning Zones of SNNP & Sidama regions during JSS and review meetings,
  • Undertake other responsibilities as assigned by the regional project coordinator.

Knowledge management 
 

  • Identify areas for crosscutting collaboration with RHBs and relevant partners;
  • Enhances and anchors the in-depth knowledge of TB technical areas in the technical team (both own and partner team);
  • Actively share knowledge with the Regional, Zonal, and Woreda TB control program; in close consultation with the regional project coordinator;
  • Maintain personal in-depth knowledge of TB control areas and be able to understand as well as manage a frequently changing development related to TB.
     

Contract term: Full-time Position, Fixed-term contract
Salary Scale: As per the scale of the organization

Qualifications
 

  • Masterā€™s Degree in public health or equivalent, a minimum of five-year relevant work experience in TB control of which three years is a senior advisory /supervisory/ coordination role;
  • Bachelorā€™s Degree in public health, a minimum of eight-year relevant experience in TB control of which five years in an advisory/supervisory/coordination role; 
  • Proven experience as a TB coordinator for more than 3 years
  • Proven experience in health program management of at least three years;
  • Previous experience in Community TB program, specifically working with HEP and CSOs;
  • Proven experience in stakeholder capacity building skills: facilitation, presentation, communication, and monitoring impact of capacity-building interventions; 
  • Proven experience of having team spirit; with supervisor and subordinate staff
  • Experience of working under minimal supervision; 
  • Excellent verbal and written communication skills in English, Amharic, and at least one local language;
  • Experience working with zonal/woreda level stakeholders, understanding the health system and peculiarity of issues at zonal and woreda level 
  • Experience in capacity building and utilizing participatory learning methodologies;
  • The ability to organize and prioritize tasks/events, per plan and in close consultation with supervisor;
  • Experience with USAID projects would be an advantage;
  • Willingness to locate in Hawassa with frequent travel to the Zones and Woredas.
