Following a successful consortium lifesaving response (ECHO2.0), the HI has formed a new Consortium with HelpAge International, Rehabilitation and Development Organization, and FEAPD to work in Tigray and Amhara under DG ECHOā€™s HIP2024.

Mission: Support Consortium Head - The Consortium Technical Specialist (Protection & MHPSS) will take the overall lead on the technical areas of the consortium project ā€œProtection-integrated Lifesaving Responseā€ as well as coordinating and proportionally providing support to HI, HelpAge, RaDO, and FEAPD, being a key member of the HI-led consortium unit.

Responsibilities

Responsibility 1: Overall Protection-integrated emergency lifesaving technical support 

Aim: To ensure timely technical strategies, interventions, and input in project activities while maintaining quality benchmarks as per project design 

Benchmarks: 

  • Technical strategies and project closeout interventions developed
  • Coordination meetings with consortium partners and other key stakeholders conducted and recorded
  • Protection-integrated Health (MHPSS and Physical Rehabilitation), GBV, IHA, HMA training material development and rollout 
  • Capacity building plan of project staff developed and implemented through partners

Activities:

  1. Develop technical papers and finalize project tools and methodologies

  2. Provide support to the team to undertake surveys for the identification of persons with disabilities, older people, GBV survivors, mine action victims and the issues faced by them and support to develop strong linkages with referral service providers

  3. Adapt and contextualize case management and follow-up tools and integration in the health and protection sector
  4. Provide support to partnersā€™ technical teams by rolling out project training components in Tigray and Amhara

  5. Ensure the capacity of the implementing partners' Protection and MHPSS mainstreaming

  6. Coordinate with the Protection Cluster, Consortium partner, and another key stakeholder as required to keep informed on the project status and look for support wherever required   

  7. Ensure that the Chief of Party is well informed and regularly updated on the project's technical implementation including progress, constraints, and challenges. 

Responsibility 2: Assessment, Monitoring and Reporting

Aim: To ensure the proper implementation of the project activities and to fulfill the monitoring requirements

Benchmarks: 

  • Monitoring and assessment tools and guidelines are prepared
  • All monitoring and evaluation activities are coordinated with the MEAL focal point 
  • Key milestones are tracked and evidence recorded 
  • Timely submission of progress report

Activities:

  1. Support in overall M&E activities of the project in coordination with the M&E focal point

  2. Support the project team to test tools and pilot initiatives with timely feedback. 

  3. Carry out regular field monitoring visits to improve performance, track activities, and maintain quality 

  4. Provide technical data, information, and input in monthly, interim, and project completion report 

  5. Participate in monthly coordination meetings with partners and inform Partners (Focal Points) of any issues to be addressed 

  6. Coordinate with consortium partners to organize Technical Working Group Meetings and facilitate sessions on behalf of the Chair 

  7. Track and ensure that recommendations from visits and meetings of the : Program Manager-Inclusive Education Project are followed and conveyed to relevant partners 

Responsibility 3: Capacity Building and Knowledge Management

Aim: To ensure the right message about the project is communicated to all concerned stakeholders by using different knowledge management tools and methodologies and providing necessary support to the project team

Benchmarks: 

  • Capacity-building activities for, the project team and implementing partner, local/regional authorities conducted 

  • Good practices and lessons learned documents, tools for communication used, proper project documentation

Activities:

  1. Support the project team and consortium partner for the designing and developing capacity building plan and framework. 

  2. Provide support in developing and disseminating methodology, and tools and ensure capitalization of project and production of project-level documents with the HI and consortium partner 

  3. Facilitate documenting the success stories and produce a projectā€™s key lessons learned document

  4. Design and deliver to publish a bi-monthly Newsletter and SM posts

  5. Review the project documents and materials produced to provide constructive critical analysis and suggestions for improvements where needed, or the creation of new tools when appropriate

  6. Provide technical input to the project team in designing, development, production, and distribution of effective social communication/IEC/awareness tools and materials related to the sector activities

  7. Enhance HIā€™s visibility in the relevant networks, NGOs, and line ministries

     

Qualification(s):

 

  • Advanced university degree (Masterā€™s level or equivalent) in social development, or Humanitarian Studies, or related fields from a recognized university.
  • Mental Health Study with humanitarian and/oraction experience
  • Disability study-related degree/diploma

Experience:

 

 

  • At least 5 years of experience in the humanitarian sector
  • Technical experience in Protection in humanitarian action
  • Experience in designing and providing capacity development (training, coaching, learning, etc.)
  • Good knowledge of international core standards and guidelines related to protection and disability inclusion in humanitarian and development settings (IASC guidelines)
  • experience in providing technical support for protection mainstreaming or gender mainstreaming
  • Experience in MHPSS, Gender Based Violence and / or General Protection in a humanitarian context is an asset.
