Position: JEOP Grant, Risk and Compliance Coordinator (One position)

Duty Station: Addis Ababa

Duration of Contract: One-year contract, Renewable (with 60 working days probation period)

Job Summary

The Grant, Risk and Compliance Coordinator is responsible to closely work with and capacitate the field Risk and Compliance monitors. The incumbent will have a special focus on USG/USAID commodities and cash grants assuring compliance with Title II Commodity management Rules and Regulations (Reg. 11), the Minimum Commodity Management Standard, BHA milestones, Internal policies and procedures, and statutory laws. The position holder is also expected to travel to the field for regular Risk & Compliance monitoring, Spot check, and investigation and write a report. The role will also oversees the functionality of the Community System for Accountability and Feedback (C-SAFE) mechanism; strengthen the system and train others also to ensure everyone engaged in the JEOP program is aware of it as one of the means to ensure safeguarding and the channel through which communities file any complaints they may have.

Principal Tasks & Responsibilities

Key Result #1: Risk and Compliance related with Food Aid Management

  • Conducts regular field visit to Area Programs and Food Distribution Points (FDP) to identify and assess areas of significant operational risks.

  • Managing and reporting compliance breaches and exposures.
  • Communicates regularly with the donor Compliance Officers to address, verify and close findings at FDP level and maintain evidences of such closures.
  • Regular risk assessment and provide systematic follow-up guided by FH and CRS Risk management process. 
  • Identify risks, weaknesses, irregularities, and challenges and propose solutions to address findings to improve the control environment and system integrity.
  • Organize regular training/refreshers on Risk management framework for field & head office staff to ensure staff awareness.
  • Coordinate Risk Register process with the Senior Grant management, Risk & Compliance Manager to share with the management. 
  • Develops profiles for each FDP and status reports on monthly basis on progress, submit to JEOP Management and Grant management, Risk and Compliance Senior Manager.
  • Provide adequate support to build capacity of commodity management staff at FDP and local office level with regards to compliance with JEOP Minimum Standards for Commodity Management and FFP regulations 
  • Ensure internal compliance with the Core Humanitarian Standards, Safeguarding policies, and Code of Conduct. 
  • Act as central point of contact for risk & compliance related activities as defined by the Grant management, Risk and Compliance Senior Manager for the adequacy of internal controls, compliance with applicable laws and policies.
  • Conduct internal investigations as investigator under the monitoring of the Senior Grant management, Risk & Compliance Manager for specific cases.
  • Produce high quality reports on investigation (closure or investigation reports), and advisory reports on gaps, risks and issues identified during specific designated investigations.

Key Result # 2: Grant Management

  • In consultation with other members of the Grants Management Team, implement transparent and effective grants management processes.

  • Review financial documents against predicted spending and assess whether on time, on scope and on budget.

  • Work with the Grant, Risk and Compliance Senior Manager to ensure that all payments from JEOP grant are executed in a timely fashion.

  • Review and contribute to the strengthening of Grants Management systems and tools.

  • Contribute to cross-Grants Management Team and support colleagues as appropriate.

  • Regularly analyze any trend, and support the SM in completing the monthly security reports.
  • Any other duties assigned by the supervisor.

  • Within each project and department, discuss FH’s Gender & Diversity and Sexual Harassment and sexual exploitation Policies, so that all staff are conversant with them.
  • Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.
  • In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization  and implement the recommendations

Safety & Security Responsibility

  • Each FHE staff member should adhere to all pertinent policies concerning safety and security policy of FH. Lapses in safe conduct can jeopardize the health and welfare of all staff.

  • Every FHE staff member has an obligation to learn and understand the security situation where they are located. 

  • Each FHE staff member should adhere to all pertinent policies concerning safety and security.  This includes, but not limited to, personal safety, road safety, etc.

  • He/she has a responsibility to become familiar to social, cultural and other associated features of their duty stations;

  • Abstains from inappropriate or offensive behavior that can put FHE in a difficult position, impair operations, and jeopardize the health and welfare of all staff of FHE.

  • All FHE staff should promotes safe conducts and exercises caution in all work activities; staff should accountable for own personal and professional actions and conduct;

Education & Experience

  • BA degree preferably BSc Degree in Accounting, Finance, Audit, Business Management, and any relevant field of Study.

  • Minimum of four years’ experience in a relevant field preferably in a similar program.

  • Demonstrate experience with Risk and Compliance or similar in a large or local organization
  • Knowledge of USAID/Title II rules and regulations is an asset

  • Excellent organizational and prioritization skills and attention to details
  • High degree of initiative, integrity and accountability
  • Skill in producing high quality reports
  • Ability to work under pressure and meet deadlines
  • Strong computer skills, facility with MS Word, Excel, PowerPoint, MS Teams, Google Drive and email software. 
  • Must be detail- and result-oriented, a self-starter, flexible, adaptable, analytical, approachable, ethical, impartial, and an excellent team player with excellent organizational skills and commitment to humanitarian work.
  • Effective verbal, written, presentation, and listening communications skills including report writing. Can multi-task effectively, with ability to meet strict deadlines.
