Background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

 

Activity Overview

Empowered Communities Activity is a four-year USAID funded activity implemented by Project HOPE led consortium that includes JSI, and eight  (8) local implementing partners (LIPs). The activity covers five (5) geographic regions of Ethiopia; namely, Oromia, Amhara, Afar, South Ethiopia and central Ethiopia. The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. It aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

 

The USAID ECA strives to achieve a multifaceted approach to increase delivery of quality RMNCAH-N services through local NSA managed health facilities by improving enabling environment for NSA engagement in the delivery of RMNCAH-N services; increased access to quality RMNCAH-N services and RMNCAH-N program learning, and innovative ventures enhanced for NSA managed health facilities. 

 

JOB SUMMARY

Regional RMNCAH-N advisor will provide regional level technical and operational support in all RMNCAH-N related technical areas. S/he will provide technical support for Regional Health Bureau’s planning, implementation, monitoring, and evaluation of RMNCAH-N activities at NSA health facilities in the region and particularly targeted districts. S/he will work under the direct supervision of the Regional manager or area office coordinator. 

The position holder provides supervision for the FGAE  RMNCAH-N/ Franchising officers. He/she also supports the RHB and staff in quality RMNCAH-N program implementation, ensuring efficiency through advising smooth linkage among the different sectors and partners in the regions and documenting, articulating, and communicating practices.

 

Project HOPE seeks an experienced RMNCAH-N regional advisor to technically lead and oversight RMNCAH-N service delivery by NSA manged health facilities at the targeted woredas with in the region. S/he is responsible for overall coordination, management and the day-to-day implementation of RMNCAH-N service delivery activities through NSA / private manger health facilities.  She / he also is expected to have a supervisory role for RMNCAH-N officers supporting district districts. S/he will work under the supervision of and will be reporting to the Regional /area office manager.

 

SPECIFIC DUTIES AND RESPONSIBILITIES 

  • Provide technical support the implementation of the RMNCAH-N interventions in NSA managed HFs within the targeted districts.

  • Provide technical assistance to the RHB during workplan development, as related to RMNCAH-N Service delivery activities in NSA managed health facilities in the region.

  • Provide technical capacity support to FGAE ensuring the delivery of quality RMNCAH-N service delivery through NSA managed health facilities. 

  • Lead and coordinate various capacity building training activities including integrated catchment-based mentorship, supportive supervision and workshops to enhance competency of health workers assigned to NSAs managed health facilities.    

  • Provide regular supervision mentorship, and coaching, technical guidance and support for effective and efficient implementation of RMNCAH-N services by NSA managed HFs. 

  • Provide backstopping support to RMNCAH-N officer supporting NSA service delivery at the district level through effective coaching and mentorship support..  

  • Coordinated and work closely with USAID QHA activity during implementation of RMNCAH-N service delivery to NSA manged health facilities to avoid duplication of effort and maximize synergy.

  •  Adapt training materials, job aids, supervisory checklists, coaching and mentorship guidelines within the regional context for implementation of RMNCAH-N services for the activity. 

  • Participate in relevant technical and advisory groups established by RHB or other stakeholders in the areas of RMNCAH-N service delivery and public private partnerships.

  • Collaborate with the regional M&E officer, ensure that NSA health service delivery data is regularly captured, analysed, reported and used to inform planning and decision-making.

  • Coordinate and work closely with the relevant Regional EPSS hubs and Regional Health Bureau departments, such as the Partnership and Resource Mobilization Directorate, Disease Prevention and Health Promotion Directorate, and their respective case teams for RMNCAH-N, as well as Regulatory, for the effective implementation of the Public-Private Mix. , 

  • Provide technical guidance in CQI for RMNCAH-N services; referral networking of NSA managed services with public health facilities; and NSA’s participation in the supply chain management and rational drug use.

  • Document best practices, success stories, lessons to improve RMNCAH-N service delivery in Private/ NSA manged health facilities. 

  • Write reports, annual work plans, and other program-related documents.

  • Travel to regions to support field program activities and capacity building efforts.

     MINIMUM EDUCATION AND EXPERIENCE REQUIRED:

  • MD or Public Health or any other health related field with at least 5 years’ experience in technically leading and implementing RMNCH programs within the region; experience in private sector is preferred 

  • Knowledge of and experience working in collaboration with NSA, RHB, international and local donor agencies, and private health facilities at both the national and regional levels or district level. 

  • Strong knowledge of RMNCH health issues and the evidence behind successful approaches to improve services, with a proven track record in working to improve services in NSA health facilities.  

  • A good working knowledge of the relevant Ethiopia national health policies, strategies, and structures and guidelines for RMNCH services including Public Private Mix guideline.

  • Ability and successful experience in rolling out a capacity building program for RMNCAH-N interventions in NSA health facilities.

  • Demonstrated knowledge of the Ethiopia health system, and ability to build and sustain strong relationships with regional level partners in RMNCH services.

  • Ability to develop, implement and monitor project activities, including documenting project learning.

  • Ability to work in a demanding work environment to deliver results.

  •  Experience in practical fieldwork and supervision skills and ability to travel to project operation sites/ districts nearly half (50%) of its time.
