Main duties and responsibilities
Under the general direction and supervision of the General Manager /GM/- BTSC, Plans, organizes, directs, implements and controls those functions directly related with human resource management and property administration activities. Prepares the strategic and operational plan of the directorate in co-operation with other work units of the company and ensures that set targets are met and implemented. Ensures that vacant posts are filled timely either from internal or external sources. Ensures that critical and line functions of the company get adequate support in terms of personnel administration and property administration services.

Plans, organizes, directs, implements and controls those functions directly related with human resource management and property administration activities.
Reviews, develops, and proposes company’s human resource and property administrative policies and procedures in line with the country’s law.
Carries out training needs identification study and implements after approval.
Conducts human resource succession plan to ensure short, medium and long – term human resources need of the company.
Prepares budget and procurement plan, ensures the timely acquisition and proper management of equipment’s, materials, supplies, and vehicles of the company.
Ensures the availability of facilities including transportation and utilities. Collect Directorates and Branches material purchase demand information with the required budget at the beginning of the year and combine and submit it to the Deputy General Manager/DGM/- HRM and Finance for approval.
As per the request of work unites order, determine the mode of purchase and proceed the purchasing process
Make sure that fast moving items are always available in the store.
Perform the purchase of goods one month before material stoke is finished.
Undertake annual inventory count in cooperation with Finance Directorate.
Make sure that the company is beneficiary both in price and quality during purchase.
Coach, mentor and evaluate periodically the performances of employees within the directorate and make sure that they acquire the necessary skills and training.
Perform other related duties as assigned.
Education
MA/BA in Business Management/Personnel Management or other related fields
Work Experience
10/12 Years Related Experience out of which at least 3 years in managerial position
