Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing humanitarian aid and development programs covering the sectors of: WASH, Shelter/NFI, food security and Livelihoods, Energy and CCCM. COOPI works in BenishangulGumuz, Oromia, Ahmara, Afar, Somali, Tigray Regions and Addis Abeba city administration.

COOPI is looking for qualified MEAL Officer to be based in Afar Region and Somali Region(Dolo Ado). 

Title of the Position: MEAL Officer

  • Number required: Two (2)
  • Duty Station: Afar Region and Somali Region(Dolo Ado)

Duties and Responsibilities:

Scope of the role

The MEAL Officer at project level will assume responsibility for full-cycle Monitoring, Evaluation, Accountability and Learning (MEAL) of projects, developing appropriate methodologies and tools to design and operationalization of MEAL processes. The MEAL officer will contribute in evidence-based project design and continuous improvements of program quality based on data, credible evidences, learnings, reporting process, improving information management and data quality as well as strengthening knowledge sharing and learning across the organization.

Key areas of accountability

  • Support the coordination and implementation of all assigned activities as outlined in the detailed implementation and MEAL plans in line with COOPI program quality principles and standards, donor requirements, and good practices.

  • Responsible for the adoption of COOPI MEAL system at project level and promote project compliance with COOPI and donor MEAL policies and procedures. Conduct regular monitoring and data quality assessments.

  • Ensure the adoption and regular updates of all project MEAL tools required by COOPI internal reporting system (monitoring tool, accountability checklist and after-action review tools).

  • Support development of data collection tools, project databases, and reporting formats. Lead quality data collection, analysis, and management activities.

  • Orient and train field staff, partners, and other MEAL agents on project MEAL system and conduct of field-based MEAL activities.

  • If an external evaluation is planned, support and facilitate the external consultant in her/his activities.

  • Support project accountability and learning through coordinating project evaluation activities, managing feedback and response mechanisms, and facilitating reflection sessions. Assist with development or review of project reports.

  • Contributes to reflective community-based conversations and communicates key project information and results with community members, colleagues and stakeholders.

  • Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

Qualifications and experience

Basic Qualifications:

  • Bachelor’s degree in a relevant field (e.g., Social Sciences, Development Studies, Statistics, Monitoring and Evaluation) and other related fields.

  • Minimum of 2 years of work experience in the field of MEAL and data analysis. Work experience in a similar role for an NGO will be strongly preferred.

  • Required Languages – Fluent written and spoken English and professional level of written and spoken Amharic required.

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment

  • Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy and timeliness in executing assigned responsibilities

  • Proactive, results-oriented and service-oriented

  • Basic financial management skills

  • Strong understanding of data and information requirements

  • Strong quantitative and qualitative analysis skills, with proven ability to work with data collection packages

Preferred Qualifications:

  • Excellent data collection, management, and data analysis skills.

  • Experience in participatory action planning and community engagement.

  • Experience monitoring projects and collecting relevant data.

  • Strong analytical and report-writing skills.

  • Proficiency in data analysis software (e.g., SPSS, STATA, R) and Microsoft Office Suite.

  • Excellent communication and interpersonal skills.

  • Ability to work independently and as part of a team.

  • Experience in use of digital data collection tools such as Kobo or ODK preferred

  • Knowledge of participatory approaches and community-based monitoring.

  • Familiarity with GIS and other data visualization tools.

Duration of the contract: 6 months with possibility of extension following positive performance evaluating result and funding availability. 

Salary and benefits: Gross Salary 18,242.75 ETB

  • Hardship Allowance 40%
  • Field Allowance 6000 ETB 

Duty starting date: As soon as possible
