POSITION TITLE:                            Finance Manager

REPORTS TO:                                 Finance and Operations Director

DUTY STATION:                            Addis Ababa

MINIMUM HOURS OF WORK:  40 Hours per Week 

 

JOB SUMMARY 

The Finance Manager (FM) is responsible for overall project Financial Management that include Finance and Grant Management, Producing Financial Reports, and Budget Monitoring. S/he leads all project related financial management and accounting functions in Addis Ababa and regional offices.  S/he monitors compliance with USAID regulations, terms and conditions in the project agreement, PROJECT HOPE’s global policy as well as Ethiopia country laws. S/he shall ensure that all financial transactions of fund income, expenditures, assets, and liabilities are timely & properly captured and recorded on the QuickBooks. Ensure transactions posted are (accurate, complete, up-to-date, and adequately supported with approved documents be always ready for internal and/or external audit. S/he will lead in providing timely response and take subsequent corrective action for all audit queries. Prepare monthly fund request and monthly financial reports to PROJECT HOPE headquarter. Facilitate the development & monitoring of project budget and LIPs Budget. 

The FM works under direct supervision of Finance and Operations Director.  The FM will closely work with PHE Grant Team, HR Team, Logistics Team, Office Operation Team. S/he supervises country office finance team.

KEY DUTIES AND RESPONSILBILITIES 

  1. Finance and Grant Management 
  • Authorize all payment vouchers, Receipt Voucher and Journal Voucher before and after the payment.
  • Ensure project accounting transactions are processed according as per PHE International Accounting Manual and local government regulations. 
  • Supports national project team and COPs and CR in all aspects of the project accounting and financial management and use of correct project expenditure account. 
  • Ensure financial transactions follow USAID costing principles (RAA) with approved contract terms and allocable budgets. 
  • Make sure that all Reconciliations are up to date.  Check that any accounts payable (A/P) balances are justified. 
  • Ensure that advances to employees, vendors, or subs are made according to the organization policies. Follow previous advances are fully settled before issuing a new advance. 
  • Prepare a consolidated annual fiscal report, including a cumulative life of project report as per donor requirement. 
  • Ensure that subcontractor payments are made per approved agreement. 
  • Always make sure that the subcontractor agreement has been executed. Follow extensions or modifications are requested prior to expiration date.
  • Establish and adhere to a well-structured internal control from the beginning to ensure compliance, prevent fraud and streamline operations. 
  • Support both Internal and external audits. Ensure that audit recommendation are implemented timely. 
  • Collaborate, inform, and work with the Project’s review team for compliance and timely submission of financial report.

2. Financial Reporting 

  • Verify accuracy of accounting transaction QuickBooks posting on weekly basis
  • Prepare monthly Financial Reports as per PROJECT HOPE’s monthly reporting checklist. 
  • Prepare Quarterly Expenditure projection and Accrual report as per project HOPE and USAID requirement.
  • Prepare Year-end financial report in accordance with Project HOPE requirement and/or Ethiopia local government requirement (CHSA)
  • Directly liaises with and respond to Project HOPE Headquarter GOF request for correction, timely adjustment, and submission of scanned document. 
  • Produce Financial Analysis for specific business case issues as raised by SMT.

3. Budget Monitoring 

  • Facilitate annual budget development process. Provide financial input in costing. Prepare budget modification and allocation. 
  • Review the budget request matches with the scope of work in terms of pricing, quantity & other applicable rates. 
  • Verify costs are properly aligned to the budget holder and purpose. 
  • Advise to budget holders in formulating and monitoring their budget.
  • With budget holders and inputs from key departments, update projected expenses monthly to ensure alignment with work plans and realistic spending plans. 
  • Produce monthly budget utilization report by project, & major budget line. 
  • Produce monthly budget utilization report to all LIPs and reconcile with LIPs record in consultation with PHE Grant team. 
  • Produce quarterly activity-based budget utilization by project.   
  • Ensure reasonable allocation of common cost across existing project. 
  • Propose enhancements to the proper budget utilization and reallocation.
  • Report on significant variances, explain issues that needs SMT attention and set require action with budget holder.  Provide written justification big various against budget.
  • Perform any other duties as assigned by supervisor that are in line with the general concept of this position.

MINIMUM EDUCATION AND EXPERIENCE REQUIRED: 

  • Higher level university degree is requirement (MSC in Accounting & Finance, MBA, MA or other equivalent degrees)

  • Professional work experience of over 10 years in the field relevant for the position at least 5 years of higher level technical or programmatic oversight and supervision responsibility.

  • Proven Experience of using QuickBooks, Advanced Excel, Pivot Table, Data base.   

  • International NGO experience desired.

  • Previous working experience with USAID Projects and INGO’s desired

  • Fluent in English and Amharic languages

  • Excellent verbal, written and presentation skills.

  • Ability to work collaboratively in a team environment as well as cross-functional teams and external partners.

  • Highly organized, attention to detail, results oriented.

  • Strong meeting planning and management skills, relationship-building and communicating effectively
