General Information

General Mission

Reporting to the HMA Chief of Operations (CoO), the IMO ensures the implementation and exploitation of data collection and operational information management (IM) systems to support project and program steering by providing access to up-to-date, reliable, and relevant data. The IMO also has a functional reporting line with the MEAL Manager to ensure adherence to HI information management standards.

Missions / Responsibilities (but not limited to):

Mission 1: Strategy and Steering

  • Contributes to defining the HMA action plan (IM section), implementing it, and monitoring its progress; including the GIS tools and IMSMA (if decided to do so).

  • Facilitates the strengthening of IM skills among partners and staff through training and capacity-building initiatives.

 

Mission 2: Standards and Expertise

  • Responsibility 1: Defines and maintains the Information Management and Database Systems for the HMA program and other functions assigned

    • Develop, implement, optimize, and exploit the information management system, encompassing:

      • Mobile data collection platforms,

      • Reports and reporting workflow,

      • Databases,

      • Visualization tools and dashboards,

      • Geographic Information Systems (GIS),

      • Indicator production mechanisms,

      • Data set archiving systems and collaborative working spaces.

    • Ensures the coherence and integration of these systems across the program.

  • Responsibility 2: Ensures the Quality of Data and Compliance with HI Standards and Applicable HMA Standards (National Standards and/or IMAS)

    • Trains teams responsible for data collection and processing (both HI and partners),

    • Develops and implements procedures for quality control and defines information flow processes,

    • Assess and study the Ethiopian framework for HMA, aligning HIĀ“s IMS with the national requirements,

    • Ensures adherence to internal and applicable external information management standards,

    • Supports data transfer exercises between HQ and the mission in Ethiopia, as well as interdepartmental within the mission, and external stakeholders.

Mission 3: Operational Implementation

  • Responsibility 1: Supports Operational Teams with Data Analysis and Use

    • Produces statistics, maps, charts, presentations, and reports as required by Operations and Programme departments, 
    • Assists operational teams in interpreting their data to enhance decision-making processes,

    • Ensures the dissemination of data internally and externally through appropriate communication formats and reporting workflows,

    • Manages the registration and maintenance of operational reports and a collaborative working and archiving space.

 

  • Responsibility 2: Puts Mechanisms in Place to Guarantee the Protection of Beneficiariesā€™ Personal Data

    • Conducts impact analyses on data protection within the program,

    • Coordinates the implementation of operational procedures and action plans to reinforce data protection,

    • Trains and sensitizes program teams on best practices for data protection,

    • Ensures the security and integrity of databases.

 

  • Responsibility 3: Contributes to the External Representation and Promotion of HIā€™s IM Expertise

    • Coordination with HI partners and relevant actors, internal or external, in IM-related issues (EMAO, UNMAS, etc), 
    • Distribute under the direction of the Chief of Operations, informative and operational maps with mine action and other available data,
    • Upon request, represents HIā€™s IM expertise in relevant networks and forums within the geographical area of intervention.

    • Seeks opportunities to promote/share HI practices on IM with the HMA sector, as well as monitoring external and internal initiatives that may contribute to improving our IMS.

       

Mission 4: Emergency Preparedness and Response

  • Contributes to the programā€™s emergency preparedness actions and adapts working methods to ensure an effective humanitarian response during emergencies.

Qualifications:

  • University degree in computer science specializing in data/information management OR University degree in mathematics/statistics.

  • Certified Proficiency in GIS applications (ArcGIS Pro and online and Survey 123). Proficiency in other GIS tools is a bonus (e.g. QGIS).
  • Excellent computer skills including MS. Office, Data Management software; experience in Power BI is an advantage.
  • Proficiency at the IMSMA Administrator level is a bonus.

Experience:

  • A minimum of 3 to 5 years of progressively responsible experience in humanitarian information management, data management, GIS, data visualization, or data analysis is required.

  • Experience with a national or international NGO is advantageous.

  • Experience in the HMA sector is an advantage.

  • Experience with data collection, sharing, management, and analysis.
