Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Nature of the consultancy: Category B - In the framework of the project Improving the Protection of Victims of Internal and Transnational Trafficking in Ethiopia, the consultant will develop a training package for Ethiopias National Referral Mechanism for the protection of victims of trafficking and other migrants in vulnerable situations.

Project Context and Scope:

Ethiopia is faced with a wide range of migration-related challenges. With the second-largest population in Africa and rapid demographic growth combined with significant socioeconomic insecurities, irregular migration, Trafficking in Persons (TIP), and smuggling of migrants (SoM) are rife on three major migration routes: the Eastern route, which transits through Djibouti or Somaliland and Punt land onward to Yemen and mainly to Saudi Arabia; the Northern route on which migrants transit through Sudan, Libya or Egypt and make the dangerous crossing of the Mediterranean to reach Europe; and the Southern route whereby migrants make the trip to South Africa, often ending up detained in various countries along the route. Ethiopians along these routes endure several protection risks that compromise the rights, dignity, and well-being of migrants before, during and after their migration.

IOM is one of the leading organizations in the fight against trafficking in persons (TIP) and smuggling of migrants (SoM) globally IOM has also been one of the governments of Ethiopias long-established partners, supporting the strengthening of institutional, infrastructural, and human resource capacities in migration governance. The US Office to Monitor and Combat Trafficking in Persons has been providing strategic support to the Government of Ethiopias and IOM efforts on counter-trafficking, including the operationalization of the National Referral Mechanism (NRM). IOM and the Government of Ethiopia have been working on updating the NRMs Standard Operating Procedures (SOP) to align it with the national institutional framework as well as international standards for protection and case management. Accordingly, IOM supported the development of foundational and supporting NRM documents, including a revised Standard Operating Procedure, Minimum Service Standards, a Service Directory, Referral Flow Charts, and an Initial Referral Form, which will facilitate the protection and access to services for victims of trafficking and migrants in vulnerable situations. IOM also supported National Partnership Coalition (NPC) in organizing the validation and adoption of the NRM tools by key federal and regional government and non-governmental stakeholders. Following the validation, the tools have been translated into Amharic and Afan Oromo.

For the effective implementation of the NRM and its tools, IOM seeks to develop a comprehensive training package in English that comprises:

  1. A Facilitator Guide which is a standard and comprehensive package to support a four-day training of trainers, including pre-/post-training assessments and a review of adult learning principles. The Facilitator Guide will guide Training of Trainers (ToT) and will serve as a reference tool for trainers to use and refer to during the facilitation of training of stakeholders who will be implementing the NRM.
  2. A Training Manual which will support a four-day cascading training of the final users of the NRM and. The Training Handout will be used by the final trainees. It will include (among other sections) a summary of the concept covered, copies of the presentations, a glossary, case studies and practical exercises, and additional tools and other resources that the trainees would need during and after the training.

The topics to include in the Facilitator Guide and the Training Manual include:

Introduction to referral mechanisms, trafficking in persons, migrants' vulnerability and return and reintegration.

Description of the key components of Ethiopias National Referral Mechanism.

Summary of applicable national legal background.

Step-by-step guidance on the use of the tools pertaining to the NRM including the dedicated website.

Introduction to case management and practical case studies.

Other cross-cutting issues: survival centered and right-based approaches, trauma-informed care, monitoring and evaluation, etc.

4. Category B Consultants: Tangible and measurable outputs of the work assignment:

The development of the training package should be completed within 60 (sixty) days, including non-working days (March 1 - April 30, 2024) starting immediately after signing the agreement.In accordance with the following timetable, the following are expected deliverables:

First deliverable: Final inception report by 15th March 2024. The Consultant will organize an expectation setting meeting within two days after the signature of the contract and submit the inception report that should include the methodologies to be used and a detailed timeline. First instalment payment equivalent to 20% of the contract value.

Second deliverable: First draft of the training package by 29th March 2024. The Consultant will develop a draft of the Facilitator Guide and the Training Handout for review. IOM and other stakeholders will review and provide feedback on the content. The Consultant will then incorporate that feedback and submit the first draft of the training package which will be the second deliverable. Second payment equivalent to 40% of the contract value will be released once the first draft submitted by the Consultant is approved.

Third deliverable: Submission of the final training package and delivery of a first training of trainers using the tools developed should be finalized by 30th April 2024.The draft training package comprised of the Facilitator Guide and the Training Manual will be reviewed by the Secretariate of the National Partnership Coalition and relevant stakeholders in a validation meeting. The Consultant is expected to incorporate the feedback from the validation meeting and finalize the document. The Consultant will then conduct a Training of Trainers. Third and final payment equivalent to 40% of the contract value will be released once the final document which incorporates input from the validation meeting is reviewed and approved by IOM and the first training of trainers is successfully delivered.

5. Performance indicators for the evaluation of results:

The inception report should include an excellent and nuanced presentation of the context, a realistic work plan including the methodology for the literature review (maximum six pages). The report will outline in detail a comprehensive background highlighting adult learning techniques, standards of ToT, aspects to be incorporated into the training package and the evidence base for including such aspects. The scope will be based on the Consultants understanding of the tasks and deliverables suggested in the TOR and clarified further in the initial expectations-setting meeting with IOM. The inception report should also demonstrate a strong understanding of the NRM governance and operational tools.The training package should be comprehensive, detailed, and submitted in a timely manner. The Consultant will ensure that the language is accurate, clear, and free of jargon, and reflects the definitions and terminology in use by the Government of Ethiopia in the NRM.The Consultant should ensure good facilitation skills during the validation workshop, the subsequent delivery of the first training and accommodate inputs of various actors.

Job Requirements

Education, Experience and/or skills required:

The Consultant(s) should have strong experience in the field of protection and assistance of migrants in vulnerable situations preferably in Ethiopia, especially counter trafficking, the present NRM governance and operational tools and operational methodology, and capacity development. Preference will be given to individuals with proven relevant experience in undertaking a task of similar nature and magnitude.

The Consultant shall have the following qualifications, experience, and skills:

  • A university degree from an accredited academic institution in migration studies, international law, International Development and/or any Social Science.
  • At least five (5) years of professional work experience in developing resources related to migrant protection and human rights.
  • Demonstrated experience in the development of training manuals particularly applying adult learning techniques, and in the facilitation/delivery of trainings.
  • Computer literacy, especially Microsoft Word, PowerPoint, and Excel.
  • Strong organizational skills.
  • Ability to respond in a timely manner to organizational requests.
  • Solid understanding of the Organizations structure and portfolios.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely, according to set deadlines, with minimal oversight.

b. A breakdown of the costs related to all aspects of the consultancy (consultancy fee, travel, and the assignment deliverables).

IOM abides by the Norms and Standards of UNEG and expects all consultant(s) to be familiar with the UNEG Ethical Guidelines for Evaluation, as well as the UNEG Codes of Conduct for Evaluation in the UN System.

Travel required:

The Consultant is expected to travel locally for one validation meeting and to deliver one first training of trainers (TOT).
