Job Description

LonAdd HR Consultancy Plc (www.lonadd.com) is a Recruitment & Outsourcing Company based in Addis Ababa, Ethiopia, with branch offices in Dukem and Hawassa. We are looking to recruit a qualified-on Procurement Management Specialist behalf of our client.

Background and Justification

The quality of interaction between health workers and caregivers is a key factor in ensuring completion of the vaccination schedule. Health workers, including Health Extension Workers, are not only among the most influential sources of information in vaccine behaviour but are also trusted sources of information in Ethiopia. They are crucial in bridging the gap between the communities they serve and the health services they provide and support. Good interpersonal communication skill (IPC) is therefore key to improving the uptake of immunization and other health services.

As part of the zero-dose agenda, CLIENT has identified Amref Health Africa Ethiopia as potential partner, under the leadership of the Federal Ministry of Health, to strengthen health workers capacity around IPC to enhance the service experience as well as capacity around risk communication and community engagement on preparedness and response of public health emergencies. Under the guidance of the MOH, CLIENT aims to leverage AMREFs training and learning platforms and expertise to adapt the various IPC materials into a training course to be delivered in local languages, through different formats for health workers. The in-person training will cover seven modules with interactive games, role play exercises and brainstorming activities over three full days of training. It is planned to conduct a training of trainers which will be cascaded down to the woreda level with monitoring by Amref, CLIENT and MOH. The pretest and post test questions and answers will be collected as part of the monitoring.

Hence, CLIENT Ethiopia Country Office, is seeking assistance in the form of a consultancy equivalent to 12 months in developing, contextualization, implementation, and monitoring of interpersonal communication skills training for health workers in prioritized woredas. The objective of this consultancy is to provide overall project coordination support to Amref Ethiopia and the MOH/RHB on interpersonal communication skills and RCCE trainings for health workers.

Purpose

Under the day-to-day guidance of SBCC Advisor of Amref Ethiopia, the Project Officer is responsible to the overall project intervention in the and is accountable to the delivery of set results. S/he engage in the project planning, implementation and reporting. S/he involves in the designing, developing, and implementing the adaptation of interpersonal communication for immunization (IPC-I) training manual and providing training for health workers. S/he plays a crucial role in building the capacity of individuals and partners to effectively plan, implement, and evaluate the IPC-I initiatives.

Specific Tasks

The consultant is responsible to:

  • Prepare periodical activity and budget plans (detail implementation work plan) and submit to SBCC Advisor with the required format
  • Prepare and submit weekly, monthly and quarterly reports to the SBCC Advisor
  • Use readily available materials, guidelines, manuals and others to ensure quality of the project implementation
  • Coordinate the IPC-I training manual development - logistics, including scheduling, venue arrangements, participants invitation and registrations, and resource allocation. Ensure the availability of necessary materials and equipment for training delivery.
  • Facilitate the IPC-I training manual adaptation development as per the MOH-EPI request
  • Provide and facilitate IPC-I face-to-face trainings in close collaboration with MOH and UNICEF
  • Monitor IPC-I training package development process and implementation of the training to ensure training effectiveness by using different pre/post test tools/questionnaires
  • Collaborate with internal stakeholders, subject matter experts, and EPI CTWG to gather content expertise, ensure training relevance, and align with MOH, CLIENT Ethiopia and Amrefs goals.
  • Design and develop training programs that align with the MOH, CLIENT Ethiopia and Amref Health Africa. Build and maintain relationships with external training providers, if necessary.
  • Continuously improve training programs based on feedback, evaluation results, and changing organizational needs. Update training materials, methods, and content to enhance effectiveness and relevance.
  • Document all the process of IPC-I training manual adaptation and trainings. Maintain accurate records of training activities, including attendance, evaluations, and training completion certificates.
  • Compile and submit periodic internal and government reports
  • Facilitate and participate in regular meeting with project team and government and other relevant stakeholders meetings such as EPI technical working group as per the project plan
  • Organize and facilitate project relevant workshops, trainings, post training-follow up, mentorship and coaching as per the project plan
  • Perform any other assignment as requested by the supervisor

Reporting

The consultant will be directly recruited by third party HR contractor and will report to the SBCC Advisor of Amref Ethiopia in close collaboration with CLIENT ECO SBC Specialist at health section.

Payment Modality and Schedule

The fees for this contract shall paid on monthly basis based on the submission of reports/documents against the deliverables indicated above.

Location Addis Ababa (Amref office) with frequent travel to regions

Duration 12 months with the possibility of extension based on the satisfactory and above performance.

Job Requirements

Expected background and Experience

The consultant must meet the following criteria

  • Advance university degree in social science, public health, sociology, anthropology, psychology, communication for development/Social and behavioral change communication or relevant fields
  • Minimum of five years relevant experience on SBC, Primary Health Care Service delivery and Expanded program on immunization
  • Knowledge and experience on immunization program in Ethiopia
  • Excellent communication and interpersonal skills required
  • Experienced in developing quality plans and reports
  • In-depth understanding of Ethiopian communities and key stakeholders at national and regional levels
  • Working knowledge of English both writing and speaking skills is required
  • Capacity in the designing, planning, monitoring, evaluation, training and skills-transfer of participatory governance in social and behavior change communication interventions
  • Proven ability to work effectively with government and multi-stakeholders

Suitable candidate: Excellent facilitation, organizational and analytical skills. Excellent inter-personal skills. Ability to write in a clear and concise manner and to present information in Word and PowerPoint formats. Ability to manage and analyze basic data in Excel and produce charts/graphs. Basic familiarity with WHO, CLIENT and bilateral agency work in support of vaccination programs and implementation and their practices and procedures. Strong interpersonal skills and work effectively with people at all levels.

Desirable: Familiarity or experience with immunization program will be an asset.

  • The consultant will not be provided lodging and/or meals.
  • The consultant will not work from CLIENT office, rather work from Amref Ethiopia office.
  • The consultant should use his/her own materials, i.e. computer, mobile phone, internet, printer, etc.
  • The consultant will use rented car, when needed (provide by the third-party HR firm).
  • The consultant will be paid monthly upon completion of deliverables as indicated on this TOR and approved by the supervisor on monthly basis through the third-party HR firm.
