The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Economic Security Generalist 2 based in Addis Ababa.

Terms of Employment: Fixed term contract until December 2024 with possibility of extension based on budget availability.

PURPOSE

The Economic Security Generalist 2 will be responsible for the implementation and monitoring of the ICRC’s economic security (EcoSec) programmes in different parts of Ethiopia, for addressing the needs of people affected by different kinds of conflict, under the supervision and guidance of Economic Security Generalist 3.

RELATIONSHIPS 

  • Internally, interacts mainly with colleagues at the local level.
  • Externally, interacts with local contacts (members of the population, community leaders, local authorities, NGOs, etc.) upon request from their direct supervisor.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES 

  • Collect data using the household economy approach to identify economic security gaps and develop scenarios.

  • Based on an analysis of EcoSec core components (food consumption/production, living conditions, income support and capacity-building), contribute to identifying response options and assessing whether cash or in-kind aid is more appropriate and feasible.

  • Contribute to designing a suitable method for registering beneficiaries.

  • Contribute to integrating best practices in terms of accountability to beneficiaries throughout the programme-cycle design.

  • Contribute to ensuring that proper methods, planning, implementation, logistics and reporting are used during aid distributions, and can explain them.

  • Contribute to market assessments, analysing and interpreting data in order to select and design response options (Feasibility, methods, and delivery of cash transfer programming, transfer value, vulnerability and targeting)

  • Contribute to mid-level qualitative and quantitative data analysis.

  • Contribute to describing results and the production of data visualizations.

  • Implement a typical EcoSec programme.

  • Establish/maintain good relationships with ERCS representatives in the field (Branch Secretaries, volunteers, etc.), and ensuring that the branch representatives are aware of ICRC’s presence, program and activities.

  • Contributes to ERCS branches’ capacity building on EcoSec activities, through training and coaching (e.g., data collection).

  • Contributes to the implementation of resilience programs (Agro, livestock and income support)

  • Support the organization and conduct of monitoring activities for implemented EcoSec interventions under Nek Sub-Delegation (PDMs, CPMs, situation monitoring, PHMs, result/final project monitoring, etc) 

  • Contribute to analysing the security, socioeconomic, cultural and political environment as it relates to the ICRC and provide timely update on same.

  • Contributes to internal reporting activities and provide timely reports for activities undertaken.

  • Contributes to organizing and delivering capacity-building activities.

  • Maintains a network of interlocutors (members of the population, community leaders, local authorities, NGOs, etc.) and updates/shares a list of interlocutors regularly.

  • Proactively collect, analyse, and share information about the humanitarian situations of affected communities in a timely manner. 

  • Organize and conduct field trips as part of a team, or individually, and contribute to the field trip report.

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondences with relevant contacts and departments
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
  • Takes responsibility for his own professional learning and development
  • Upon request, participates in other EcoSec programs based on operational priorities.

EDUCATION, EXPERIENCE AND COMPETENCIES REQUIRED

University Degree in Agriculture, Political Science, Economy or related field.

Previous Experience: 3-5 years of previous experience in similar field of activity in the NGO sector. 

Very good command of spoken & written English and Amharic. knowledge of Oromia and Tigray language is an asset.

Candidate should be motivated to travel frequently across the country.
