POSITION:          Capacity Building & Social Accountability Officer 

REPORTS TO:    Regional Manager/Area Office Coordinator   

DUTY STATION: Addis Ababa, Jimma, Bahir Dar , Dessie, Soddo  and Semara 

PROGRAM: USAID-Empowered Community Activity

Activity background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

 

Empowered Communities Activity is a USAID funded activity implemented by Project HOPE led consortium that includes JSI, eight Local implementing partners. The activity will be implemented in the next four years between January 18,2024 to 17 January 2028 in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

 

Project HOPE strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. This relies on a multifaceted approach to strengthened NSA local capacity, ensure social accountability and integration gender and social inclusion all the activities to respond to the health need of the individual, families, and community as per the agreed standard.

 

S/he will provide technical assistance on local capacity building, social accountability and gender and social inclusion across the ECA project at the regional, area office and district levels. S/he will serve under the supervision of the Regional Manager or the Area Office Coordinator. He/she will work in close partnerships local government, Local Implementing Partners (LIPs), private sector, Faith Based organizations (FBOs), civil society organizations (CSOs), Community Based Organization and communities, he/she will plan, implement and monitor the local capacity development, social accountability and Gender, Equity and Social Inclusion (GESI)throughout the life of the project. This role will transition to local partners in years 3-4.

 

JOB SUMMARY

Project HOPE seeks an experienced officer to build the local capacity of NSA to ensure the health system is accountable, transparent and response to health need of community. Implement Social accountability tools and integrate gender and social inclusion in all the activities. This role ensures the local capacity building development activities across the ECA project are aligned with the objectives at regional/ area office and district level. S/he will serve under the supervision of the Regional Manager/Area office Coordinator. Strengthen partnerships with local stakeholders including regional government, NSAs, private sector, civil society organizations (CSOs), and communities, he/she will plan, implement, and monitor NSA capacity building activities, social accountability tools and gender related activities throughout the life Empowered Community activity.

 

KEY DUTIES AND RESPONSILBILITIES

 

 

The Capacity Building, Gender & Social Accountability Officer is a full-time staff of Project HOPE, under the USAID Empowered Health Activity and the job holder will be in-charge of building the capacity of  the NSAs including the civil society organizations (CSOs), FBO,  CBO and private sector in the planning, implementing and monitoring their activity related with social accountability, transparency & responsiveness of health system to respond to the need of the individual, families and community as per the agreed standards of health services. S/he will be responsible for providing capacity development, social accountability related support for the efficient and effective execution of project activities. In carrying out her/his responsibilities, S/he will develop the capacity development plan, social accountability systems and manuals, modules as well as necessary training and learning materials to build the capacity of NSAs. S/he will work closely with ECA operations and program team at the national level and regional cluster/ implementation offices, Government officials, private sector, non-government and civil society organizations. S/he will be overall responsible to implement and success of capacity development programme of the project. S/he will have the following specific duties and responsibilities.

 

SPECIFIC RESPONSIBILITIES 

  • Identify areas of NSA capacity gaps and develop as strategy or solution or intervention plan.

  • Conduct capacity review of the NSA with the engagement of the relevant stake holders. 

  • Develop / adapt NSA capacity assessment tool, techniques to monitor their performance. 

  • Develop comprehensive capacity building strategy/plan for NSA. 

  • Provide technical assistance to NSA within the region and target districts.

  • Provide technical support and develop training material relevant guidelines including training and learning materials (flip chart, flash card, process card, booklet, handout and video learning aid etc);

  • Design, plan and implement NSA capacity building activities across the Life of the Project.

  • Organize and conduct on site monitoring and coaching visit for NSAs.

  • Facilitate the NSA partnership building process with different stakeholders, local government, and other implementing partners.

  • Coordinate and liaison NSAs with different district, regional and federal sector offices. 

  • Develop ToR, concept notes, fact sheet and organize and conduct workshops, training, seminar with various stakeholder including government official both at the local level (regional and district level).

  • Develop strategy for building the capacity of key stakeholders including local community structures, platform community groups in the targeted districts.

  • Work with the Regional Health Bureaus to Strengthen social accountability technical and coordination platforms including technical working groups and relevant stake holders.

  • Technical lead to explore and understand the implementation challenges of community score card (CSC) and optimize the existing CSC in a way it addresses the implementation challenges.

  • Document lesson learned and best practices on the NSA local capacity buildings development interventions and social accountability.

  • Ensure an inclusive and gender-responsive social accountability structures are established and functional at woreda and kebele levels.

  • Enhance the capacity of Local Implementing Partners (LIPs) and Non-State Actors (NSAs) on social accountability through training, support systems, and performance reviews.

  • Ensure diverse community groups (women, men, youth, marginalized & vulnerable groups) are meaningful engaged in Social Accountability systems and platforms. 

  • Provide technical support in the implementation of a strategy for integrating gender equity, women’s empowerment, and social inclusion in all ECA activities.

  • support the implementation of evidence-based interventions that promote the participation of women, youth and adolescent girls and disadvantaged groups at levels of ECA.

  • Contribute to the analysis of the gender, women’s empowerment, and social inclusion aspects ECA activities within the region.

  • Plan, organize and conduct consultation/orientation on issue of social accountability with various stake holders at regional, zonal and woreda level. 

  • Participate on regional level quarterly progress report and annual plans and Budget on local capacity development, social accountability activities. 

  • Travel to zone and woreda to support field program activities and capacity building efforts.

  • Support and mobilize local Implementing partners (LIPs) and woreda level staffs for meaningful involvement in project planning and implementation.

  • BA in health-related fields, management, law/public administration or other social sciences or relevant discipline.

  • At least 5+ years professional experience in capacity development or social accountability   preferably in implementing different tools, standards, training materials for Non-State Actors.

  • Experience of conducting ToT, capacity training needs assessment along with facilitations skills and ability to independently prepare training report.

  • Experience in programme design and implementation at the local level.

  • Knowledge and experience of Ethiopian Social Accountability Program (ESAP) is preferred.    

  • Excellent planning, organization, mentorship/coaching, and supervision skills 

  • Ability to work in local context with complex environments, and the ability to work with different stakeholders, 

  • Experience working and maintaining good relationship with the local government, peer organizations, local implementing partners, and other key stakeholders.

  • Excellent track record of successful teamwork, good presentation/facilitation skills, interpersonal and communication skills, including oral and written fluency in local language and English.

  • Experience in practical fieldwork and ability to travel to project operation sites nearly half (50%) of its time to the districts.
