Organization Background

JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 25 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, RMNCAH services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change. 

Position Summary 

Under the direct supervision of the Grant, Finance and Admin Manager, the Senior Grant Officerā€™s work will focus mainly on the day-to day management of all grant related activities, including: grant proposal development and award, grant monitoring and reporting, capacity building of grantees, grant file management, and support grant closure. 

Key Responsibility 

  • Conduct pre-award assessment (PAA) of grantees to evaluate their technical, financial, and organizational capabilities to implement the proposed scope of work.
  • In collaboration with the technical team, support the grantees to prepare a realistic deliverables and budget.
  • Conduct in-person grant orientation session for grantees, to establish a common understanding of how the grant will be administered, monitored and complied with.
  • Develop a customized monitoring plan for each grantee, in collaboration with program staff, including routine site visits, inspection and audit of financial records and documentation, progress reviews, compliance reviews, and other gap and risk areas identified during the PAA.
  • Review granteeā€™s financial reports and payments request, in consultation with GFAM and program teams, and liaise with grantees as necessary.
  • Monitor spending against approved grantee budget, and identify any variances of concern to the grantees and program team.
  • Support the technical team to closely monitor achievement of milestones or deliverables and provide any support required during the implementation process.
  • Maintain agreements and financial management files for grants and ensure audit trail for all necessary grant documentation.
  • Provide technical assistance as required to build the capacity of local partners and grantees.
  • Masters or Bachelorā€™s degree in Accounting, Finance or related field and 7 years of experience in grant management.
  • Experience in developing and managing grant proposal budget for donor-funded projects.
  • A good understanding of USAID rules and regulations;
  • Excellent communication and interpersonal skills to form effective working relationships at all levels;
  • Excellent interpersonal skills and ability to work well in a large team;
  • Willingness to travel to project implementation areas.
  • Demonstrated fluency in written and oral English is required.
  • Ability to work independently, solve problems and follow-up
  • Speaking of more than one local language is a plus.
