About CECOE

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a coalition of over 175 local civil society organizations working on democracy and elections nationwide. CECOE was established in 2019 to solidify the role of civil society organizations in electoral processes in Ethiopia. CECOE has carried out enormous activities since its establishment, it has mobilized its member organizations and actively engaged in the Sidama referendum, the 6th general election, the South West Ethiopia region referendum, the South Ethiopia referendum, and the Wolayita referendum rerun by deploying election observers, providing voter education, conducting election-related research, and monitoring media coverage throughout the electoral cycle.

Introduction:

CECOE is seeking a consultant to develop an advocacy strategy. The purpose of this consultancy service is to develop an advocacy strategy that is crucial in guiding CECOEs advocacy activities for electoral reforms that uphold democratic principles, promote gender equality, and ensure inclusivity in Ethiopia's electoral processes and broader democratization processes.

Objective

The main objective of this consultancy service is to develop an advocacy strategy and provide training for CECOEs staff to contribute to CECOEs effective advocacy campaign:

  • The consultancy service has also the following specific objectives[1]
  • To develop and disseminate advocacy messages through social media and mainstream media
  • To advocate for electoral and democratic rights and dissemination of the findings
  • To create platforms with relevant stakeholders to carry out an evidence-based and participatory advocacy plan that targets key stakeholders and decision-makers in the areas.

Scope of Work:

The consultant will be responsible for the following:

  • Develop Advocacy strategy
  • Provide training to CECOEs staff on the advocacy strategy

Deliverables:

The consultant is expected to deliver the following:

  • Advocacy strategy is developed and ensures CECOEs staff are familiarized with the strategy developed

Timeline:

The consultant is expected to begin on February 27, 2024, and end on March 28, 2024. The consultant is expected to complete the work within this period.

Proposal Submission:

  • Interested consultants should submit a proposal that includes the following:
  • A cover letter that outlines the consultant's experience and qualifications.
  • A detailed description of the consultant's approach to the project.
  • A timeline for completing the project.
  • A detailed budget that includes all expenses related to the consultancy.

Evaluation Criteria:

Proposals will be evaluated based on the following criteria:

  • The Consultants demonstrated experience in developing an advocacy strategy
  • The consultant's experience in electoral, democratic, and human rights
  • The consultant's approach to the project.
  • The feasibility of the proposed timeline.
  • The reasonableness of the proposed budget

Proposals should be submitted via alinkfrom February 16, 2024- February 25, 2024.

Expression of interest and financial proposal for this assignment :

Provide a detailed expression of interest outlining your understanding of the project requirements and your proposal approach.

Include a comprehensive financial proposal that clearly outlines the cost breakdown for the service.

CV of staff who will be engaged for this assignment reflecting at least the academic qualification, previous relevant experience, contact number, current living address etc.

Documented evidence e.g. copy of advocacy strategy previously developed, contract award, or reference letter from the clients stating the scope of services and deliverables related to previously completed similar assignments or consultancy works. (Maximum two previous related documents/sample);

Registration certificate of the Consultancy Firm,

TIN of the Consultancy Firm.
