Professional Alliance for Development (PADet) is an Ethiopian civil society organization which runs various humanitarian & developmental programs at community level in Ethiopia focusing on Sexual Reproductive health &HIV/AIDS, Child safeguarding & development, Gender Equality and Women empowerment and Sustainable Food System  &Livelihood promotion programs empowering vulnerable women, children, and youth in North Wollo Zone, South Wollo Zone, Awl Zone, South Gojam ,South Gondar zone ,Wagmera zone - Amhara Region, Afar Region, North Shoa Zone, Jima/Kersa - Oromia Region and Addis AbabaPADet has been operating since 1998 in partnership with various International Donors, Regional Governments, National CSOs and the communities. 

Professional Alliance for Development (PADet) is one of the implementation Partners implementing the ECA/Empowering Community Activities/ project in eight Woredas of South Wollo, North Wollo and Wagmera zones of the Amhara Region.

Job Summary:

The admin and finance officer will be responsible for managing administrative and accounting activities at the project office. She/he is also responsible to implement procurement logistics matters of the field office as per the PADet' guideline and donorsā€™ requirement.

Responsibilities

  • Collect the staff travel need request (field visit schedules) arrange a logistics and vehicle in consultation with project hope field coordination office. 

  • Assist the project coordinators to ensure training, workshops, meetings, medica events etc. are effectively organized and managed. 

  • Ensure field office procurement process as per PADetā€™s procurement policy and donor requirement 

  • Facilitate and manage office contract agreements, electric internet and other utility services, negotiate contractures and create enabling environment at office.  

  • Ensure effective maintenance of PADet's financial, HR, and administrative policies and procedures at the field office.

  • Ensure proper budget, office supplies essential disbursement to the Woredas and collect the financial documents on time offices. 

  • Compile financial supporting documents and prepare monthly cash book and coding on documents at field office and report to PADet head office. 

  • prepare payment, cash receipt, Journal voucher, bank reconciliation and prepare budget request at the project office (field) as per the PADet' guideline and donorsā€™ requirement

  • Manage personnel files of staff in the program area and make sure all staff at the area utilized their annual leave as per their plan and submit the leave form to the head office.

  • Be sure the performance evaluation of all staff is completed in a timely manner and delivered to head office in consistent manner.

  • Serve as cosignatories of cheque at field office when assigned to do so.

  • Liaise with local government offices to facilitate administrative matters when advised by the coordinator. 

  • Ensure that all other policies and procedures are respected and followed which includes child safeguarding, Gender policies and others provided by the policy of the organization.

  • Ensure all expenditures are affected based on the availability of budget and transfer of cash from the head office.

  • Supervise and closely support staff under his/her supervision

  • Prepare and submit monthly budget verses expenditure analysis and cash book of all projects implemented at field office.

  • Manage, maintain & update Fixed Assets Inventory List by ensuring appropriate, accurate and complete accounting at field.  

  • Carry out other related activities as assigned by the supervisor.

Position Grade:  VII

Report to: Project coordinator 

Duty station: Dessie 

Education qualification and Work experience

  • Bachelorā€™s degree in accounting from a recognized institution plus three (3) years of relevant professional experience 

  • Demonstrated experience with the finance/accounting and administration functions of local organizations.

  • Ability to conduct all work with the highest level of discretion and honesty according to the principles and procedures of PADet and its donors.

  • Proficiency in Peachtree, Microsoft Office Programs, particularly Excel spreadsheets and Word

Skills

  • Effective communication and presentation skills.

  • Proficiency in financial software, particularly Excel.

  • Flexibility to adapt to changing business environments and priorities.

  • Commitment to ethical standards and integrity in all financial activities.

  • Commitment to implementation of PADet project, strategic plan, and management document in the target area,

  • Strong local knowledge
