Job Description

Consultancy Title: Finance Assistant ShortTerm Independent Contractor

Consultancy Classification: Technical Support / Accounting and Finance

Reports to: Finance Manager

Period of Performance: February 26, 2024 - April 26, 2024.

Consultancy Summary:

The position is responsible for the day-to-day accounting function of the Project. He /She will be utilizing the appropriate systems and following proper accounting procedures to disburse, payroll, cash management, vendor payments account for, and report usage of funds. This position will process staff travel advances, payment of vendors and managing petty cash. The Candidate also manage VAT claim and related assignments.

Essential Duties:

  • Processes payments for staff travel advances, ensuring advances are liquidated on time and accurately.
  • Prepare payment vouchers in support of payments for project activities and suppliers invoices confirming such payments are in accordance with the laid down procedures and policies, accurate, complete, adequately supported by all underlying appropriate documents, correctly coded to appropriate expenses and tracking code and project code.
  • Raises journal vouchers or adjusting journals for necessary reviews and approvals.
  • Provides support in compiling and submission of the monthly financial reports package for the respective projects.
  • Address monthly financial reports review comments raised by the Accountant in relation to travel and activity advances & respective liquidations.
  • Maintain petty cash and making petty cash payments and holder of petty cash box fee during the day.
  • Travel to the fields for workshop participants to pay and facilitates (travel and meals refunds) as designated by the supervisor.
  • Process checks to suppliers and employees.
  • Accounting/keep track of expenses and other financial transactions, mainly involving expense entry, tracking and record keeping.
  • Responsible for Excel cash box entries according to RTI standard entry.
  • Responsible for Checking that no supporting documentation or signature are missing before releasing payment.
  • Prepare USAID VAT refund and ensure vendors have declared their VAT monthly and submitted to USAID on time.
  • Follow up of the VAT refund process at the Ministry of Revenues on VAT corrections and rejections.
  • Assist in the reconciliation of monthly VAT receivable and VAT requested.
  • Organize, scan, and file all documents in the accounting department.
  • Timely disburse vendor checks, deposit of bank transfers, and ensure collection of legal and complete vendor receipts.
  • Prepare and record monthly on the Ministry of Revenues e-tax system of 2% and 30% withholding tax, per diem tax, Salary income tax and pension contribution.
  • Timely collect receipts from Ministry of Revenues every month for payment of the e-tax system.
  • Ensure adequate filing of finance documents.
  • Performs other duties assigned by the supervisor.

Job Requirements

Minimum Required Education & Experience

Consultancy Requirements are a combination of qualifications and related experience. Judgment of an acceptable equivalent combination, on an individual basis, is the responsibility of Management

  • Minimum required education for this position is a Bachelors Degree and 3 year of experience or equivalent combination of education and experience
