Key Responsibilities and Accountabilities Financial Planning ⢠Ensures a high forecasting standard in line with the country program plans across the Country Programme and ensures compliance with Donor and Oxfam accounting policies and procedures. ⢠Ensures correct coding of income and expenditure in Oxfamâs accounting system, PeopleSoft. ⢠Provides the necessary checks and balances to ensure that money is spent effectively, efficiently, and in line with donor requirements. ⢠Analyze project expenditure to ensure value for money and provide feedback to the HFS. ⢠Ensure all share cost recharges are posted to the finance system (PeopleSoft) in line with the Oxfam and donor requirements with a clear and logical audit trail. ⢠Ensure all projects are currently mapped and phased at the start of each project with monthly forecasts. ⢠Ensure that all Oxfam offices consistently meets all donor and Oxfam rules and regulations pertaining to finance and procurement. Financial Budgeting ⢠Supports budget holders to produce quality budgeting information. ⢠Provides advice to budget holders on budget management and phasing. ⢠Works closely with budget holders and is responsible for compilation and consolidation of financial information for annual budgeting purposes. ⢠Maintain a database of costing to enable cross-project evaluations and assist the Donor Accountants in the preparation of new project budgets in coordination with technical staff, logistics and support staff in reference with the Global Budget. Reporting ⢠Periodically prepares and disseminates, to budget holders, actual v budget variances highlighting trends, areas of concern, and risks; updates the forecast ledger in PeopleSoft. ⢠Responsible for consolidation of the financial report and contract reconciliation for the Country Programme and external donors. Identifies and explains significant/extraordinary variances in the financial report. ⢠Co-ordinates the donor reporting schedules provided by the funding department to the Donor Accountants, Programme Managers, and field finance staff. ⢠Works along with the auditors to provide necessary documents for fulfilling their audit fieldwork related to the project. ⢠Review donor financial reports in conjunction with programme managers, technical staff, and finance officers on a timely basis and at the frequency required by the donor. |
