In Ethiopia, NCA has been operating since 1974, marking 50 years of service in the country this year. NCA’s programmes are implemented together with local faith-based partners. NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

 

NCA is a member of the ACT Alliance, a coalition of organizations working together in over 140 countries to create positive and sustainable change in people’s lives.

 

NCA would like to invite interested and qualified applicants for the below positions for emergency response project in Zata Woreda. The project start date for all the positions will be 20th August 2024.

Reporting to:    Head of Humanitarian Program

Duty Station:  Zata Woreda

Length of Contract:    9 months

Basic Salary:                ETB 82,000

Job Summary:

The Emergency Project Coordinator position is a new position under the Humanitarian response program to provide overall managerial support, programs, and finance for the drought response project being implemented by NCA in Zata Woreda. 

The position holder will be responsible for providing broad support to the development, implementation, monitoring, and follow-up of NCA’s humanitarian response program supported by EHF on Health, WASH, Nutrition, and ES/NFI sectors. He/she is responsible for staff management, program management including design, monitoring, reporting and evaluation, financial and material management in close consultation with Senior Finance admin and log Senior officer and in line with NCA’s policies and procedures. He/she is also responsible for stakeholder management, regular attendance of regional coordination platforms, and ensuring the delivery of projects in line with the sphere and CHS standards. 

The position requires a highly qualified and experienced individual with strong personal integrity and commitment to implement projects in line with CHS standards and donor regulations. Prior experience in the INGOs platform and emergency sites including people management is mandatory. The person to be employed needs to accept the Code of Conduct of ACT Alliance.

 

Key Areas of Responsibility:

  • Oversees planning and execution of Emergency WASH, Nutrition, Health, and ES/NFI activities.

  • Promoting Emergency WASH, Nutrition, Health, and Shelter initiatives, policy, and implementation to the different government stakeholders and development actors. 

  • Ensuring appropriate community involvement in the Emergency WASH, Nutrition, Health, and ES/NFI project design and delivery.

  • Inspects and analyses project sites, and monitors compliance with Donor and NCA policies, procedures, and regulations.

  • Assembles project teams, assigns individual responsibilities, develops project schedules, and determines and acquires resources needed.

  • Lead the process to select beneficiaries, formulate cooperatives, and legally establish them as community-based business enterprises in accordance with the Cooperative Societies Proclamation in close cooperation with Government counter stakeholders.

  • Support the cooperatives in contract negotiation with a third party, contract preparation, review, finance management, and documentation.

  • In close support with the Finance Admin and Log officer review the financial utilization status of the project, provide technical support and advice on the money utilization, financial control/check and balance, initiate the installment of budget on time and follow up the performance of financial management.

  • Lead, organize, and facilitate the field staff on day-to-day performance and build their capacity.

  • Supervises field staff and supports activities that drive team performance toward project goals.

  • Initiate procurement of materials that are required and planned by the project, following the procurement process.

  • Organize, facilitate, and lead a joint team of stakeholders to continue regular monitoring and evaluation.

  • Ensure proper documentation of the project achievement, challenge, risks, and the way out/mitigation for future learnings.

  • Develops and maintains project plans and budgets and prepares and analyses project performance reports.

  • Reviews and evaluates work to ensure quality and timeliness and ensures quality control.

  • Oversees project personnel needs including coaching, training, and evaluating employee performance.

  • Ensure good coordination with Project implementation stakeholders including but not limited to UNCHR, ARRA, and relevant regional Zonal and woreda respective offices.

  • Advocate for the project impact and importance in different platforms (WASH, Nutrition, Health, CASH working group) at Woreda, zonal and regional level existing platforms i.e. Mass media, mini media, coordination meetings, conferences, etc.

  • Regularly report the overall project progress on a weekly and monthly basis to the Head of the Humanitarian Program.

  • MSc/BSc in Project Management, Monitoring & Evaluation, Sociology, Development Economics, Development & Humanitarian Practice, Health, or related fields.

  • A minimum of 8/10 years of hands-on field experience in managing emergency projects. 

  • The Coordinator needs to have a strong skills in capacity building and providing mentorship to like-minded organizations and demonstrated experience in developing donor relationships, being able to work with/guiding regional-level technical working groups, and working with government partners, and other agencies.
