Terms of Reference (TOR) for Facilitator to Consolidate Women's Agenda that has been gathered by the Coalition for Womens Voice in the National Dialogue from womens of different regions consultation forums.

About The Coalition for Womens Voice in the National Dialogue (CWVND) and TIMRAN

The Coalition for Womens Voice in the National Dialogue (CWVND) was established on 16 March 2022 representing 22 CSOs working to ensure womens meaningful representation in the Ethiopian National Dialogue process.

The aim of the Coalition is to ensure womens meaningful representation in the Ethiopian National Dialogue process and the process responds to and addresses Ethiopian womens needs, perspectives, priorities, and aspirations. As well to create awareness of the nation about inclusive national dialogue and identify the agendas of women throughout the country.

Currently, the CWVND has 56 members and operates with nine steering committee members, and a secretariat, i.e., TIMRAN. The Coalition team is accountable to the Secretariat, the Steering Committee, as well as the Coalition itself as it will be mandated to carry out the day-to-day activities of the Coalition.

TIMRAN (the Secretariat) is a civil society organization established in March 2020 with the objective of enhancing women participation in key socio-political decision-making processes. TIMRANs vision is to see an Ethiopia where women take their legitimate space in the public decision-making arena and the nations political affairs. Its mission is to work towards the enhancement of Ethiopian womens active engagement in political and public leadership to ensure their constitutional right to equal participation in the nations political, social, and economic undertakings. TIMRAN serves as a secretariat for The Coalition for Womens Voice in the National Dialogue (CWVND) since 2022.

Background

The Coalition for Womens Voice in the National Dialogue aims to promote meaningful womens representation and gender equality in the national dialogue process. As part of this effort, the coalition has collected various inputs, ideas, and priorities from different regions of Ethiopia. To consolidate these agenda the CWVND is seeking an agenda consolidating facilitator consultant (a firm or an individual) to compile and synthesize womens agendas collected from different regional states and city administrations into a comprehensive and cohesive agenda.

Objectives of the Assignment

The objectives of the assignment are as follows:

  • To consolidate the inputs, ideas, and priorities of women in Ethiopia.
  • To synthesize these inputs into a comprehensive and cohesive agenda that reflects the collective priorities and needs of the women with respect to gender bases.

Scope of the Work

The Consultant or Facilitator will be responsible for the following tasks:

  • The facilitator or consultant work with the Coaliation steering committee, working group and the coalition team
  • Facilitate the agenda consolidation process
  • Guide the agenda consolidating team of the Coalition-TIMRAN in thematic clustering, refining and prioritization of the agendas
  • Write the draft report of the agenda consolidation
  • Summarize and present the most pertinent findings for validationworkshop participants
  • Present the draft report to the streering committee and other stakeholders (validation workshop is organized by CWVND /TIMRAN)
  • Collating and evaluating consultees' feedback on the draft agenda formulated based on the consultation data
  • Incorporating the feedback received from the coalition's members into the final version of the agenda document.

Timeline

The assignment is expected to be completed within 25 workings days and the timeline will be tentatively starting from 4th week of March, 2024.

Remuneration and payment modality

The remuneration for this assignment may be negotiated and agreed upon based on the qualifications and experience of the agenda consolidator.

Payment Modality

  • Phase 1: 30 % upon signing of the contract
  • Phase 2: 30% upon approval of preliminary report by the client
  • Phase 3: 40 % upon approval of final report by the client

Application Process

Interested candidates are requested to submit the technical and financial proposals separately the company credential.

The technical proposal should contain

  • Summary consultants experience and understanding and interpretation of the scope of works
  • Updated Curriculum Vitae (CV) for Proposed Professional Staff highlighting relevant experience and qualifications, training etc.
  • Service satisfaction testimony/letter of recommendation

NB: The financial proposal should include all applicable taxes

Validity of the Bid

The Consultants proposals must remain valid for one month after the submission date. During this period the consultants shall maintain the availability of professional staff nominated in the proposal. The client will make its best effort to complete negotiations within this period. If the need arise, however, the client may request the consultants to extend the validity period of their proposals.

Job Requirements

Qualifications and Experience

The Facilitator/consultant should possess the following qualifications and experience:

  • MA and above in Gender Studies, Peace and Security, Political science and International Relations other related Social Science fields.
  • Minimum of five years experience in qualitative data analysis, agenda consolidation and similar assignments.
  • Event facilitation skill.
  • Excellent analytical and synthesis skills with the ability to identify common themes and prioritize inputs.
  • Demonstrated experience in qualitative data analysis using text analytics software as well as participatory approaches (e.g., gender-editing)
  • Strong knowledge and understanding of National Dialogue (ND) or dialogues and gender inclusiveness.
  • Experience working with coalitions or similar multi-stakeholder groups on gender equality and women's rights issues.
  • Strong communication and presentation skills with the ability to effectively engage with diverse stakeholders.
  • Strong writing skill to the list of required.
  • An individual or business company with valid business license is preferable.
