Job Description

Background

The Coalition of Ethiopian Civil Society Organizations for Elections (CECOE) is a coalition of over 175 civil society organizations operating in all regional states and the two city administrations. CECOE was established in 2019 to augment and coordinate the role of Ethiopian CSOs in election observation, monitoring, voter education, and preventing post-electoral conflicts. CECOE has a proven track record of success, having observed the 6th General Election of Ethiopia, the Sidama referendum, the South West Ethiopia Peoples Region referendums, and the South Ethiopia referendum. CECOE has also been engaged in various advocacy activities, including advocating for electoral reforms, peacebuilding, and enhancing the participation of women in Ethiopian politics.

Scope of Work:

Duties And Responsibilities

  • Ensure effective implementation of Human Resource strategies, policies, internal controls, and a well-functioning HR management system at CECOE;
  • Interpret HR policies and regulations accurately and advise senior managers on their applications, in considering the needs of the organization;
  • Assist the Finance and Administration Manager in the recruitment; including the development and updating of job descriptions, screening of applicants coordinating, competitive recruitment examinations, conducting interviews, collecting, and reviewing, vetting documentation, and drafting staff and consultant agreements and other HR documentation;
  • Introduce HR measurement indicators, and monitor and report on the achievement of HR results;
  • Ensure all staff and external consultants contractual actions are taken promptly, in close consultation with supervisors and management;
  • Ensure proper personnel performance management, talent management, and career development;
  • Assist in onboarding new hires, induction program, leave administration, and medical reimbursement.
  • Assist in staff performance management process.
  • Oversee and be responsible for maintaining office cleanliness, office furniture, and equipment repairs and maintenance.
  • Assist in coordination and management of staff and office phones.
  • Coordinate activity events and meetings.
  • Assist in planning, managing, and allocating office space to organization employees, and office equipment for a healthy and safe working environment.
  • Coordinate office access procedures including opening and closure of office premises.
  • Coordinate travel authorization submissions and travel bookings including hotel reservations.
  • Management and Control of Assets - maintain, update assets record, and ensure assets are tagged and numbered appropriately.
  • Design and implement training for Operations and Programme personnel on HR issues and relevant matters such as prevention of harassment, diversity, inclusion, etc.

Job Requirements

Education

  • Advanced university degree (master's degree or equivalent) in Human Resources, Business Administration, and Public Administration, or a related field is required

Required Skills and Experience

  • Minimum 4 years (with masters degree) or 6 years (with bachelors degree) of relevant experience in providing HR
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems.

Competencies /Knowledge, Ability, and Skill

  • Good knowledge of HR Management principles and practices
  • Good knowledge of office practices and procedures
  • Good knowledge of Ethiopian Labor Law
  • Ability to perform multiple tasks simultaneously
  • Ability to maintain good working relationship and keep records up-to-date
  • Ability to perform routine and recurring assignment

Required Language(s)

  • Fluency in English is required.
