Job Summery
The Human Resource Officer is responsible to assist in facilitating staff recruitment and selection by preparing vacancy announcement, registering applicants, staff appointments and on boarding processes. He/she is also responsible to update and maintain employee’s records using HRIS Data base and personnel file. Furthermore, He/she is also responsible to handle the company’s general services to ensure and meet business needs.
Main Duties and Responsibilities:
Assist in monitoring the daily operations of staff administration including but not limited to vacancy announcement, registering applicants, staff appointments (appointments, extensions and change in contract types), transfer, promotion, separation, benefits and entitlements;
Assists the Senior HR Officer in the review and improvement of staff on-boarding and new hire orientation process;
Participles in the preparation of various draft letters including employment letter for permanent and contract employees), salary adjustment/ increment /promotion, transfer, termination /dismissal, and retirement processes;
Assists in maintaining new employee’s employment records and follows up the performance evaluation reports of employees in probation period and regular employees ;
Ensures proper implementation of a central personnel record-keeping and information;
Participates in process of disseminating and interpreting HR policy manuals and other reference materials and ensures that all staffs are kept informed of the company’s policies and procedures and code of conducts ;
Participates in monitoring daily employees’ annual leave, sick leave, attendance and over time work with timekeepers and supervisor;
Assists Senior HR Officer in preparing monthly payroll through monitoring changes;
Advises staff on HR procedures and requirements with respect to entitlements, conditions of service and administrative procedures such as submission of claims, monitoring of attendance records, salary and social security entitlements.
Maintains and updates list of staff profile in the HR data base(HRIS) by making timely entries of new employees and updating those who have left the organization;
Assists registration & and maintenance of records of office equipment and facilities;
Assist in monitoring the proper functioning and delivery of photocopying, water, electricity and telephone services of the company;
Assist in handling guest visit and entertainment service as it deemed necessary;
Ensures that all offices, lavatories, corridors are properly cleaned and kept tidy;
Follows up and handles the utility, telephone and postal service monthly payments;
Prepares schedule for settlement of water, electricity, Internet and telephone bills for offices and settles accordingly;
Facilitates general services operations to ensure that they provide staff up to the level of support they require;
Monitors the performance of general service staff to ensure that they operate to a high standard level and to identify any areas of potential improvement;
Participates in developing and controlling the annual budget for general support services;
Monitors all necessary procedures to ensure that all the company’s offices and equipment are maintained to a high standard and provide a safe and healthy working environment;
Facilitates safety and health programs in consultation with other departments;
Monitors contracts as necessary for the effective maintenance of buildings and equipment;

Ensures that the security of the offices and compound are is up to the required level;
Supervises , security service, receptionist t and housekeeping employees and ensures the quality of service rendered;
Manages the transport service needs and economic use of all the vehicles under established rules and regulations of the company;
Prepares periodic performance report (monthly, quarterly, semi-annual and annual) and submits to his/her immediate supervisor;
Performs other duties as assigned by her immediate supper visor and/or the HR &GS Dep’t Manager.

Qualification and Experience:
Bachelor Degree in Human resources Management/Public Administration/Business Management or related fields.
A minimum of 5 years work experience out of which 2 years in the same position advantages in construction or real estate sector.
