Job Description
Mdecins Sans Frontires (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crises situations to relieve human suffering resulting from unmet medical needs. MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray emergency response projects (Shire and Sheraro), in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.
Main Purpose |
Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mis-sion. |
Accountabilities |
Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed. Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to guarantee the availability and the coherence of supply data Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs Collecting claims from the field, analysing causes and making corrective actions. In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making

MSF Section/Context Specific Accountabilities |
Responsible to supervise project supply team making sure MSF-OCA standard operating procedures in placed for stock management and procurement management.
Ensures the quality and availability of the information produced and reported (stocks reports, regular inventories, international orders and, cargo follow-ups, key performance indicators)
Ensures to maintain and promote correct flow and level of communication with the different internal and external counterparts of the supply unit.
Performs constant follow up, audits and verifications of the processes, data and response of the teams supervised, proposing regularly improvements and optimizations of the supply chain, anticipating as much as possible the operational needs for the project.
Leads and promotes the correct integration of the two teams (warehouse and Procurement) under his supervision regarding the day-to-day activities, guaranteeing that teamwork dynamics are promoted and developed correctly, resulting in a healthy and collaborative work environment.
Coach regularly his team about the proper implementation of a correct supply chain practices and standard procedures, providing the tools according to the needs.
Responsible to update and share following monthly reporting tools with line manager by 4th of each month.

Prepare data for TSR Analysis meeting with Medical team (to review Ruptures/Forecasted Ruptures, Expiry Before Consumption and Overstock) make sure to meet deadline 10th of each month
Share Project feedback (TSR Analysis) with MEDCO & Supply-Co. Follow-up for capital feedback and initiate stock move as per source approval.
Make sure Log Admin Kit (LAK) in-placed and hard documents filed in accordance with standard guidelines.
Make sure Supply Order schedule (Local Purchase) in-placed and agreed lead-time is respected.
Perform Local Purchase Administration Checklist & Storage Condition Checklist at-least once a year and share report with line manager.
Follow-up International med/log orders from coordination and define time lines for expected stock movements.
Take lead on 4M, 8M and 12M physical stock count exercise and engage medical & Log team in counting.
Ensure proper use of unifield and keeping Unidata clean. Unifield shipment documents (IN/OUT) to be processed in real-time to keep data align with physical stock status.
Ensure Med/Log warehouse physical stock management is aligned with MSF SOP`s.
Any other official task assigned by line manager must be followed and respected.

Job Requirements
Education | Essential degree and specialization in Logistics/Supply chain-related fields |
Experience | Essential in supply chain management (minimum 2 years) and in organization of supply administration and procedures Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits) |
Languages | Mission language essential. Local language desirable. English speaking, understanding and writing necessary |
Knowledge | Essential computer literacy (word, excel, internet) |
