Overall purpose of the Role 

Under close supervision and control of the General Manager , the HR Manager is responsible for managing directly human resource staff, scheduling, assigning and directing work, plan and manage recruitment and selection of staff, orienting new staffs; supervising or conducting training, coaches; evaluating and giving appraisal; ensuring good quality of work. Also bus transportation service and free workers lunch/kitchen staff are under the responsibility.

 Main Duties and Responsibilities

  • Prepare Human resource manuals , policies , procedures , rules and regulations in line with the company’s strategic objectives. 

  • Ensures  that human resource policies and procedures, rules and regulations and CBA are consistently and effectively implemented. 

  • Maintain and update Staff Human Resources manual 

  • Proactively pursue continuous process improvement in Human Resources related practices in order to enhance the quality and efficiency of output/delivery.

  • Produce the necessary policies and guidelines to reflect the requirements  of labour related laws and regulations. 

  • Ensure managers are familiar will the necessary tools and procedures within people management. 

  • Consult Line managers on manpower requirement of the company , and search  appropriate channels to attract talented personnel. 

  • Prepare vacancy announcements based on specific job descriptions and skill requirements and post/circulate internally and /or externally. 

  • Drive and support recruitment and selection activities ensuring compliance with recruitment process. 

  • Ensure proper onboarding process /arrange induction program for new  employees joining the company. 

  • Follow up end dates of probationary period and advise line managers to conduct performance evaluation for confirmation and discontinuation of employment

  • Make sure that contract of employment for new employees are issued. 

  • Establish and maintain up-to date personal files and ensure confidentiality.

  • Ensures that job descriptions  are issued for job positions , and given to all employees accordingly. 

  • Follow up end dates of probationary period and advise line managers to conduct performance evaluation for confirmation and discontinuation of employment. 

  • Hire seasonal workers and follow up their expiry dates 

  • Ensures that on time  performance appraisal is conducted to all company employees.  

  • In collaboration  with Compliance department, conduct training need assessment , and facilitate training program and awareness campaign on different employment related issues. 

  • Facilitate preparation and issuance of Identification Cards for all employees.

  • As directed and delegated by the General Manager , liaise  with different company HR cases at governmental and nongovernmental offices. 

  • Communicate effectively verbally and in writing to all levels of staff and management, outside officials, governmental agencies, courts, and the public, expressing ideas and instructions clearly and concisely by securing the interest of the company. 

  • Make sure that HR Soft Ware system functions properly, and communicate the IT person in case of malfunctioning. 

  • Closely follow up that accurate and updated data ( attendance , leaves …etc.) are encoded in to HR  system to make time sheet report for Finance for payroll purpose. 

  • Ensures that HR  documents both in hard  and Soft copy are properly achieved.  Establishing, organizing and supervising the maintenance of department’s records, ensuring complete accuracy and confidentiality.

  • Ensures that personal lockers for employees are  properly managed.  

  • Facilitate registration of all new employees with the pension scheme and liaise with PEOSSA (Private Employees Organization Social Security Agency) to ensure that appropriate records are created or updated.

  • Creates harmonized working environment among HR staffs and with other departments.

  • Welcomes any complains, comments, ideas suggested by Labour Union , and reply against the same in consultation with  General Manager  or other concerned department.

  • Make sure that employees canteen service is properly managed . 

  • Closely manage service buses for employees transport arrangement , and check attendance summary of  the same for monthly payment.

  • Prepare and present HR reports and analyses to General Manager. 

  • Contributes to team effort by accomplishing related duties as needed. 

  • Take active participation in employees related events arranged in the company premises. 

  • Performs any other  related tasks given by immediate supervisor.

Place of Work : Oromia Region near to Modjo Town , Bika Kebele 

Salary : As per the organization scale 

Education Back Ground  : 

  • Master’s Degree or Post Graduate Education qualification in Human resources or Business Administration or related field of study 

  • BA Degree in Human Resource Management , Business Management / Administration or related field of study 

Work Experience 

  • As Human Resource Manager at least for 5 years for Masters out of which 2 years at supervisory position preferably working in horticulture industry 

  • As Human Resource Manager at least for 7 years for BA Degree out of which 3 years at supervisory position preferably working in horticulture industry 

Language:  

  • Fluent in Amharic , Oromic and English  both in Oral and Written communication 

Skills and Competencies:

  • Basic Computer Skill ( Word , Excel,  Out look and Power Point )
  • Leadership: Strong leadership skills to guide and motivate the HR team and manage complex HR functions.

  • Interpersonal Skills: Excellent communication and interpersonal skills to effectively interact with employees at all levels.

  • Problem-Solving: Strong problem-solving abilities to address employee issues and organizational challenges.

  • Organizational Skills: Ability to manage multiple HR functions simultaneously and prioritize tasks effectively.

  • Analytical Skills: Proficiency in analysing data and using insights to drive HR decisions and improvements.
