Background

Under the overall supervision of the Senior Program Manager of the Peace and Development Coordination Unit (PDCU) and the Head of Programs of IOM Ethiopia, the direct supervision of the Program Officer - Peacebuilding; and, in collaboration with relevant Units, Departments, and the Head of Sub Offices in the regions, the successful candidate will be responsible and accountable for the development, implementation, monitoring, and evaluating peacebuilding and social cohesion activities of the Mission.

Core Functions / Responsibilities: 

  1. Research and present information on policy at the regional level on conflict management and peacebuilding.
  2. Provide technical guidance in some thematic areas of the program such as the role of women and youth in conflict prevention and peacebuilding.
  3. Work closely with the federal and regional governments, partner agencies to organize dialogue and policy forums for conflict prevention and peacebuilding.
  4. Participate in the development and adjustment of work plans, project budgets, Monitoring and Evaluation tools and standard operations procedures.
  5. Coordinate the collection, verification and analysis of data and background information; update information management systems and social media platforms on project related activities including project awareness and visibility, summaries, press releases and other relevant materials.
  6. Coordinate timely preparation and dissemination of project reports in accordance with IOM procedures and donor requirements. 
  7. Liaise and coordinate with donors, partners, United Nations agencies, local authorities and stakeholders and government counterparts.
  8. Contribute to the planning, development, organization and delivery of capacity building activities targeting IOM staff, government and civil society partners, implementing partners and communities.   

  9. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums. 
  10. Participate in the preparation of project proposals and a diverse range of communication products, concept notes and other planning documents.
  11. Supervise and provide training and technical guidance to project staff.
  12. Undertake duty travel, within and outside of the country, relating to project implementation, monitoring visits, project assessments, liaison with counterparts, etc., as may be required. 
  13. Perform other related duties as required.                      

Required Qualifications and Experience

Educational Qualification

  • Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations. 
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage

Skills

  • Ability to provide technical guidance on peace building related activities of the projects. 
  • Understands and masters quickly the context and the environment of work.
  • Experienced in organizing capacity building training for stakeholders on conflict management and peacebuilding for sustainable peace and social cohesion;
  • Skilled in project management and has  ability to prepare quarter and semi-annual project progress reports directed towards the project reviews;
  • Ability to work independently according to established structures and guidelines, including administrative requirements, and maintain coordination with colleagues and supervisor.
  • Effectively manages own work related to multiple tasks or activities and is independently able to prioritize amongst tasks.
  • Knowledge of financial rules and regulations
  • Responds positively to critical feedback and differing points of view.
  • Adapts well to a changing environment and demonstrates flexibility.

Position specific skills, for example:

  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
  • Knowledge of UN and bilateral donor programming.

Languages

  • Fluency in English Language  is required (oral and written).
  • Working knowledge of other Ethiopian local languages is an advantage
