The Ethiopia Data Use Partnership (DUP) Work Stream 1, funded by the Bill & Melinda Gates Foundation (BMGF), is a collaborative project between the JSI Research and Training Institute (JSI) and the Ethiopian Ministry of Health (MOH) aimed at advancing the country’s healthcare through the Information Revolution (IR) agenda. This vision emphasizes fostering an information culture, digitizing and expanding priority Health Information System (HIS), and enhancing HIS governance.
This request for proposal is divided into three different workstreams. The first is on ensuring the MOH and RHB leaders have the concept, knowledge and skill around data and applying data driven decision making in their routines. The second workstream is about governance and accountability frameworks, measurement and systems. The following is a summary of the different workstreams under this RFP:
Objective of the Request for Proposals (RFP)
The general objective of this RFP is to assess the overall effectiveness and cost-effectiveness of DH systems implemented by Ethiopia's Ministry of Health (MoH), particularly focusing on eCHIS and DHIS2. The goal is to provide actionable insights that will guide future DH strategies and decision-making, ensuring sustainable and scalable health sector improvements.
The Offeror’s proposal must be accompanied by a cover letter typed on official organizational letterhead and signed by an individual who has signatory authority for the offeror. The offeror must submit a complete proposal package on or before the due date and time to Tsegaye Kebede on tsegaye_kebede@et.jsi.com. Proposals must be submitted by email only with the subject line “RFP No: DUP2-03-2024”
