Organizational Overview:  The Clinton Health Access Initiative, Inc. (CHAI) associated with former President William J. CHAI Ethiopia is currently working in the following programs: Non-Communicable Diseases (NCDs), Maternal and Newborn Health (MNH), HIV Access, Lab Services, Vaccines, Child Survival/Essential Medicine program, Assistive Technology, NTDs, and Health Financing. 

JOB SUMMARY: 

Under the supervision and guidance of the Program Managers, the regional immunization Technical Assistance (TA) will provide both management and technical support to the regions, zones, woredas and health   facilities on integration of C19 and routine immunization, vaccines  and cold chain management, new vaccine introduction, implementation of immunization strategic planning and execution and other routine immunization activities. The regional immunization Technical Assistance (TA) will plan, implement and monitor the CHAI special support of immunization program project activities in their respective areas of assignment to improve the performance of the immunization program and immunization supply chain activities to transform vaccine delivery and improve immunization services in the regions.  The regional immunization Technical Assistance (TA) expected to submit monthly reports on the implementation and monitoring of the above activities to SPM/PM.

Duty station: Jinka and Mekele: with scheduled travel to zones, Woredas, Health Facilities, including Private Health facilities providing immunization service  and EPSS hubs in the region and other places out of the region as required. 

REPORTS TO: Senior/Program Manager, Vaccines



 

JOB RESPONSIBILITIES: 

Support the targeted regional health bureau and respective EPSS hubs to plan, implementation and implement the integration of C19 and routine immunization, new vaccine introduction, effective vaccine management and other routine immunization activities: prepare a plan of action, 

  • Support the Regional Health Bureaus in developing plans to address zero dose and under immunized children, using evidence from detailed scoping assessments and headcounts.

  • Facilitates the regional level planning and coordination of the COVID-19 vaccine rollout and

integration of RI focusing on reaching zero dose.

  • Support the RHBs in establishing a routine coordination platform for relevant immunization and primary health partners, toward improved planning and implementation of immunization activities

  • Work to strengthen the system of building capabilities for immunization program management at regional, Zonal and woreda levels and skill of immunization service providers, including Private Health facilities providing immunization service.

  • Provide hand-on training and other capacity-building activities through supportive supervision on COVID-19 integration and other RI. 
  • Support COVID-19 vaccine and RI integration performance review at RHB, zones, woredas and HF levels and document best practices on routine immunization

  • Support the development of RED micro-plan and Conduct DQAs and give feedback to all levels and monitor its implementation 

  • Monitor utilization of the Routine Immunization performance monitoring dashboard in the region and across the woredas. 

  • Support and coordinate new vaccine introduction and switch of HPV MAC, Hep-B, Malaria vaccine and yellow fever on micro-planning, logistics management, communication and monitoring.

  • Support RHB on effective vaccine and cold chain management, including temperature monitoring systems and cold chain equipment maintenance. 

  • Support rollout of MEMIS/CCE inventory tool and cold chain equipment functionality through coordination of different departments/team of RHBs and partners. 

  • Support Supporting 3rd level data & digital health system use and the exercise logistics data triangulation using administrative and other program data sources, and provide feedback for immunization program managers 

  • Support Regional Health Bureaus (RHBs), in managing vaccines during catch-up campaign implementation or SIA 

  • Support Regional Health Bureaus (RHBs) and EPSS in coordinating and providing IIP, Vaccine and cold chain management and other training.

  • Support EPSS in planning, reviewing and evidence generation on last-mile vaccine delivery 

  • Submit weekly and monthly reports on the implementation and monitoring of the above activities to the vaccine team M&E officer and SPM/PMs

  • Execute any additional tasks as advised by the supervisor.

Qualification and experiences:

  • Bachelor of degree or above in health science (Public health, epidemiology, medicine and Nursing)

  • Eight and above years of professional experience out of which five (5) years on immunization, and/or other health programs

  • Experience working with governments at the national or subnational level

Knowledge Skills and abilities:

  • Strong relationship management, project management, and documentation skills

  • Understanding regional working language

  • Excellent oral and written communication skills

  • Excellent computer skills, including MS Word, Excel, and Power point

  • Humility and willingness to work hard in difficult conditions, patience with bureaucracy

  • Strong organizational skills with the ability to work in a high-pressure, fast-paced environment and handle multiple tasks simultaneously

  • Ability to set and meet and deadlines

  • Comfortable working in a diverse setting with varied cultures

Language skills:

  • Fluency in English and Amharic for all regional posts. Tigrigna language for Tigray region is a requirement.
