NCA is a member of various civil society networks, coordination mechanisms, and clusters in Ethiopia. In its current strategic period (2020-2024), NCA Ethiopia implements programmes focused on Climate Resilient Water, Sanitation, and Hygiene (WASH); Faith-Based Climate Action; Peacebuilding; Gender-Based Violence/Sexual/ Reproductive Health; and Humanitarian Emergency Response.

NCA would like to invite interested and qualified applicants for the Emergency Shelter /NFI Officer for the emergency response project in Zata Woreda.

Job Title:                          Emergency Shelter/NFI Officer

Number required:           1 position

Reports to:                       Health officer

Duty Station:                   Zata Woreda 

Length of Contract:        9 months 

Basic Salary:                    ETB 43,000

Job Summary: 

The ES/NFI Officer will ensure effective planning and design, and successful implementation and supervision of ES/NFI interventions in Zata Woreda where NCA is operational. This will involve working with our EHF project team in Zata Woreda coordinating with the project coordinator for the successful implementation of Shelter repair, NFI distribution, quality ES/NFI implementation, and result-based reporting as per sphere standard. He/she is responsible for coordinating with key stakeholders in the shelter project management and representing NCA in partner engagements as essential. 

The position requires a highly motivated individual with strong personal integrity and commitment to serve the community in need. Evident exposure of INGOs about the WASH project roles is a plus. The person to be employed needs to accept the Code of Conduct of ACT Alliance.

Major Duties and Responsibilities: 

  • Within the Integrated multisectoral EHF project, the project Officer is responsible for overall supervision of the routine project activities of the Mobilizers/Enumerators, and project technical team, and the rest of the project staff on the field level. which are based on ES/NFI cluster standard criteria and guidelines, CHS Principles, and NCA’s policies. 

  • Conduct Success story visits, and impact assessments, and report the project impact on the grass-root level on a monthly and quarterly basis.

  • He/ She is responsible for helping assist the project coordinator in the implementation of the ES/NFI and cash distribution and assessment activities project i.e., including Community Level Training, Supervision, Assessments, and beneficiary selections Shelter repair, NFIs, and Blankets activities is the main mandate.

  • He/ She is responsible for immediately responding to any irregularities that occur during the project implementation, beneficiary selection, and distributions.

  • He/ She is responsible for ensuring that CRM (beneficiary complaint response mechanism) is fully implemented during the project life cycle and ensures the application of safeguarding policy as appropriate.

  • Data collection from the field level and reporting to the project coordinator on a weekly, monthly, and quarterly basis as per the given formats, and help assist the project coordinator in developing the project progress and final reports.

  • Conduct house-to-house surveys and assessment visits to identify vulnerable and at-risk project beneficiaries as per the ES/NFI cluster vulnerability criteria and score cards for the ES/NFI activates.

  • To ensure the quality of work and project overall quality and gaps using special supervision tools and questionnaires (etc.)

  • Provide factual data about the quality of the services and ensure that the most vulnerable HHs, returnees, and natural disaster/conflict-affected families are selected and are receiving training, capacity building, and ES/NFI activities.

  • Ensure factual data from the site and properly report field-related information to the NCA MEAL department and MEAL Officer.

  • The supervisor is responsible for timely identification of the gaps which will help the senior management to properly respond to the gaps and ensure corrective measures.

  • He/she will be responsible for the developing of tools and mechanisms to aid in the project's regular supervision and evaluation of the ES/NFI project and its activities.

  • Performs other related tasks as required.

Minimum Qualification Required:

  • Diploma in Agricultural Extension or other related field (degree is an advantage). 

  • A minimum of two years of progressive experience working in a similar programmatic role for non-governmental organizations, preferably within the humanitarian/recovery context. 

Competencies Required: 

  • Prior experience managing ES/NFI projects and activities.

  • Knowledge of local language and English communication skills is required.

  • Good communication, organization, and interpersonal skills with the ability to easily establish and maintain key relationships with relevant units and stakeholders. 

  • Excellent interpersonal skills including time management with the ability to meet deadlines and work under pressure. 

  • Proven commitment to CHS and accountability practices. Prior knowledge of the Ethical Commitments of NCA is a plus. 

  • Able to show tact and discretion when dealing with sensitive and confidential information. 

  • Responsibility to NCA values and Ethical Commitments. 

  • Experience in working in challenging environments is a plus.
