Job Description

Organizational BackgroundHUNDEE-Oromo Grassroots Development Initiative is a local NGO established in 1995. It has strong aspiration that equality and dignity of all human persons are respected and protected. This is clearly and adequately reflected in its organizational vision that is centered on human dignity and prosperity. What underpins this vision statement is that poverty is understood not only as material deprivation but also as power imbalance in social, economic and political spheres. Poverty affects women and men, boys and girls, but the impacts are different based on their sex, age, social and economic status, literacy and disability. Our strategy focuses on the outcome areas of: (1) Food Security and Agriculture Development Program; (2) Community Mobilization and Citizens Engagement Program; (3) Child, Youth and Women Development Program; (4) Livelihoods, Resilience Building and Humanitarian Response Program; and (5) Health, WaSH and Nutrition Program. Currently, we operate in Oromia National Regional State of twelve zones and working with a diverse base of donors that includes the German Agro Action (GAA), Kerk in Actie (KiA)/Cordaid, USAID/ISHDO, Cafod/Sciaf/Trocaire (CST), Kindernothilfe (KNH), World Bank /MA, Dan Church Aid (DCA), CGWE, UN/OCHA, Christian Aid Ethiopia (CAE), Mercy Corps, Agricultural Transformation Institute (ATI)/ Caster Card Foundation and other foundations. HUNDEE has been working secured funding support from USAID under the lead of Mercy Corp for the implementation of a project Highland Resilience Activity (HRA) that will contribute to the Productive Safety Net Program (PSNP) 5s Big Push initiative and support these households in moving above the graduation threshold.
Project SummaryThe USAID-funded Highland Resilience Activity (HRA) - will contribute to the Productive Safety Net Program (PSNP) 5s Big Push initiative and has the overarching goal of strengthening resilience among vulnerable households in Ethiopias Highlands, resulting in 120,000 PSNP households reaching the graduation threshold. HRA will support these households in moving above the graduation threshold and to where they no longer require social safety net programming for household food security and have the capabilities and assets to withstand regular and predictable shocks. The Activity will achieve this goal by directly supporting households in increasing their on-farm, off-farm, and employment incomes while facilitating improvements in the market systems required to increase demand for goods and services in PSNP communities. HRA is a five-year program that starts in January 2024.
Job Summary
The Monitoring and Evaluation officer is a technical key position for the HRA program. The purpose of the Monitoring and Evaluation officer position is to establish & maintain the M&E system of Strength the existing M & E system under the guidance of HUNDEE M&E manager & lead organization (Mercy Corps) technical support. Under the supervision of the project Coordinator and support of project focal person at HO, the M&E officer is responsible in leading the overall M&E system at Project Coordination office, will set up the M&E System for the program and will have ultimate responsibility in maintaining the system, strengthening the system over time and building capacity of project and government staff to utilize the system. This includes collecting, reviewing and compiling, and analyzing M&E data tracking tool as per HUNDEE M&E system and lead Organization (Mercy Corps) standards. The M&E officer will contribute to document lessons learned as the project evolves and share key lessons within and outside the organization. The M&E officer provides technical backstopping, organizing training in the areas of monitoring and evaluation.
Roles and Responsibilities
Key areas of responsibilities are:
Planning
  • Coordinate and facilitate the development and use of appropriate MEL systems and plans and provide technical guidance to the project field staffs at regional level, Zonal and woreda level.
  • Take responsibility for ensuring donors MEL & Lead organization (Mercy Corps) systems are fully achieved for reporting results. Ensure project teams are familiar with these.
  • Work with field teams and Project coordinator to ensure that the indicators and targets are SMART, and the methods for collection and analysis are clearly understood and will fulfil reporting requirements at all levels.
  • Coordinate the development of integrated work plans that help to facilitate the implementation of projects with shared responsibilities and joint efforts.
  • In consultation with the Project coordinator, Mercy corps M&E team and consortium partners. review and prepare the projects work plan and budget during the annual planning process each year.
  • Implementation
  • Coordinate and implement baseline surveys, assessments/studies and evaluation exercises.
  • Build the capacity of field staff and technical staffs on data collection, management, analysis and results-based monitoring principles and ensure understanding of HUNDEE M &E & Lead organization (Mercy corps) core standards and approaches.
  • Work to ensure project team are able to disaggregate data by gender and age, where appropriate, by devising and disseminating simple data collection methods.
  • Provide a quality assurance function to ensure that data reported by projects within the project is relevant, accurate and verifiable.
  • Undertake regular monitoring and assist and collaborate with the team of all consortia partners at field level that program activities are implemented and outputs achieved as planned.
  • Ensure the projects log-frame and data collection plans are regularly reviewed and refreshed, and the project is collecting the breadth of indicators required at a frequency and timing in line with reporting purposes.
  • Ensure that the project is regularly (at least quarterly) conducting beneficiary surveys, collecting basic data as per the data collection plan from relevant sources, developing case studies and collating photos
  • Ensure data reported by projects feeds back and is used for project Coordinator/ Project focal Person and decision making.
  • Provide technical and capacity building support to project implementing partners;
  • Work closely with relevant staff of partners to ensure regular data collection, analysis and reporting;
  • Participate in project quarterly review meetings and biannual Project Performance review (PPR) workshops;
  • Identify learning questions, document and disseminate learnings
Reporting
  • Ensure regular and sufficient communication with Project staffs and partners on the overall MEL development and coordinate and cascade any learning that will enhance MEL activities at the Project Office and field level.
  • Work with the lead organization M&E team and Project Coordinator to develop tools and methods for capturing and documenting lessons learned from the project implementation, and ensure that they are shared with the stakeholders, lead organization, donor and communities, partners and across the consortium.
  • Ensure that the quarterly reports produced by the projects have case studies, success stories and lessons learnt so that there is continuous information that will feed into the overall learning process.
  • Collate monthly, quarterly and annual reports from the field all consortium partners - ensuring required quality, and report to the Project Coordinator, Donor & lead Organization with specified deadlines as per the required standard.
  • Prepare progress reports quarterly, outlining progress, issues and actions being taken in the standard format to the project coordinator and lead organization M&E team.
  • Together with the Project team participate in and facilitate quarterly project progress review sessions: in-depth review of financial spend/burn rate; achievement against activity and output plan, and a forward look on whether the project is achieving against its objectives.
  • Ensuring the timely submission of narrative and financial reports to the donor & lead organization as per the reporting requirements.

Capacity building

  • Provide technical as well as capacity building support to Project staffs, ensure use of standard data collection tools and documentation at each project office level.
  • Provide critical analysis and technical input to project evaluation processes,
  • Prepare different training documents on the area of MEL, project management and coordination and deliver for Project staffs.
  • Facilitate different capacity building trainings and workshops

Job Requirements

Required Education and Qualification
  • Master's/Bachelor's degree in Economics, Development Economics, Business Management/Administration, Public Health, Health Officer, statistics or other related fields from recognized University/College
  • Work Experience6/8 years proven work experiences respectively, of which 3/4 years experience in monitoring and evaluation of HIV projects, (Preferably in NGO)
  • Job-related experience and maintaining program databases, generation of data, and qualitative and quantitative data analysis skills.
Skill and Personal Qualities Required
  • Strong communication, interpersonal and report writing skills, technical competence and ability to work in harmony with co-worker;
  • Proven knowledge of working with Microsoft packages (ability to prepare various reports using Excel, Microsoft Offices, PowerPoint and etc)
  • Knowledge of statistical software
  • Language AbilityProficiency in Afaan Oromo, Amharic and English languages is mandatory
