JOB SUMMARY
The Learning, Monitoring and Evaluation (LME) Advisor contributes their energy, passion, and skills primarily to supporting LME efforts of “A Rights Based Approach for Enhancing SRHR and Responding to GBV project” (RBA Project) in Ethiopia. The position is a full-time position based in Addis Ababa with frequent travel to project implementation areas/ sites. The LME Advisor leads and provides technical expertise for proper design and implementation of the project’s monitoring, evaluation, and research activities. This includes completing periodic assessments, M&E framework/ indicator development and tracking; database development and data collection forms and processes; development of metrics to assess improvements in program outcomes; project targets/benchmarks; data quality assurance approaches; capacity building; knowledge management, capturing and dissemination of project lessons and ensuring data informs future programming and continuous program quality improvement. This full-time position reports to the Project Director and works closely with headquarters and field-based team members.

LME Advisor is expected to demonstrate passion and non-judgmental attitude towards SRHR of young people and gender equality.

ESSENTIAL FUNCTIONS

  • Oversee the day-to-day management of the LME activities of RBA project and ensure expectations, deliverables, and quality standards are outlined and produced on time with high quality.
  • Manage the development and implementation of project Monitoring, Evaluation, and periodic assessments, performance measurement and related databases and data collection tools, including the project’s performance measurement plan, M&E work plans/manuals, routine monitoring and evaluation, information systems, and the design and implementation of activities.
  • Ensure project’s partnership including sub awardees work plans have a robust LME component and successfully execute LME activities throughout the partnership life cycle - including data collection, analysis, and reporting on key activity and output indicators, working in close collaboration with partners and other project staffs.
  • Provide technical guidance throughout the partnership lifecycle on monitoring efforts, data quality and collection protocols, and documentation of results.
  • Compile, analyze, and share data, developing a knowledge base for improved understanding of RBA project programming.
  • Assist project director in providing data and periodic reporting for donors, government and internal reporting requirements, ensuring LME reporting requirements for both internal and external are met.
  • Conduct Data Quality Assessment (DQA) with field staff and partners and supplemented by an additional site visit as required.
  • Lead dissemination of LME findings for improved understanding of program results and to support evidence-based programming across the organization.
  • Develop and implement systems and/or platforms to share LME findings and enhance the capacity of teams to actively monitor program progress.
  • Analyze data and prepare reports on research findings for all concerned bodies to support decision-making.
  • Translate LME data into infographic and summary formats that illustrate key findings for internal and external audiences.
  • Develop and maintain portfolio of standardized LME findings including documents, graphics and talking points.
  • Support the development of new projects and proposals, EngenderHealth’s LME standards and practices.
  • Establish and maintain regular communication with project partners, and teams for closer support.
  • Travel to project locations in the field, as needed.
  • Perform any other tasks as assigned by the supervisor from time to time.
  • Master’s degree in public health, statistics, information systems, epidemiology, health services research, biostatistics, or a related field is required.
  • Minimum of 8-10 years’ experience on AYSRH and GBV programs with a focus on high-quality design and implementation of LME systems, including DHIS2 and the use of data to improve program performance and policies.
  • Relevant LME knowledge, skills and experience working in an NGO environment, preferably in INGO sector.
  • Data synthesis and analytical skills.
  • Applicants must have experience using both qualitative and quantitative data collection/research techniques.
  • Experience and awareness of commitment to Gender, Youth & social inclusion in research, monitoring and evaluation processes.
  • Computer proficiency, including use of MS Excel, Word, PowerPoint, and Access, and experience with the Google Suite preferred; experience in advanced statistical packages preferred (SPSS, STATA, R, ArcGIS, word processing, database, and graphical software).
  • Experience with the application of qualitative methods of data collection and analysis is desirable (experience in using ATLAS Ti, MAXQDA, Open Code, or any other relevant qualitative data coding and analysis software).

  • Fluency in Amharic and English while the ability to speak the local languages of areas supported by LHA would be an added value
