About Swiss Church Aid(HEKS/EPER)
HEKS/EPER is the aid organization of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER works towards a more humane and more equitable world, assisting people and communities to overcome economic, social, or humanitarian disparities to gain autonomy and to live with dignity both in Switzerland and abroad. HEKS/EPER engages in development cooperation, humanitarian aid and church cooperation and works in more than 30 countries and runs around 200 projects world-wide. HEKS/EPER is a member of the ACT Alliance. In Ethiopia, HEKS/EPER has projects with focus on Humanitarian Aid (WASH, shelter/NFIs, food security and protection), Natural Resource Management, and Inclusive Markets for Smallholder Pastoralists & Farmers. HEKS/EPER is promoting the Triple Nexus approach throughout its interventions and collaborates with local organizations that have technical and sectorial expertise in health, Education in Emergencies, and protection.
Swiss Church Aid (HEKS/EPER) is looking for a qualified and committed MEAL officer for an integrated emergency response for complex drought, flood and conflicts-affected communities in Afder zone in Somali region. The project provides WASH, agriculture, protection, and multi-purpose cash assistance interventions to natural disasters and conflict-stricken communities in Liben and Afder Zone in Somali region.
Purpose of the job
The MEAL officer leads MEAL activities of Swiss Church Aid (HEKS/EPER) for integrated emergency response project in Somali region, through development of M&E tools, timely data collection and analysis for learning, data storage, and quality reporting in line with impact and sustainability requirements of the community, government, donors, and other relevant stakeholders. The M&E Officer will report to the Field Office Coordinator and closely work with HEKS technical team, project staff and partners.
Key Responsibilities
Ensure that M&E data from project is collected, cleaned, compiled, analyzed, disaggregated by sex, age etc and available for decisions for both external and internal audiences as required
Ensure project activities at field level are timely and regularly monitored for intended performances.
Plan and assist in designing and conducting need assessments, surveys, and periodic monitoring.
Ensure that vulnerable groups of the community are included in project monitoring and evaluation processes in a meaningful manner.
Ensure relevant information is collected and monthly, quarterly, bi-annual, and annual reports are developed and shared with relevant stakeholders.
Facilitate project evaluations by HEKS or other service providers.
Establish, manage and strengthen accountability to beneficiaries which includes capacity building to staff and partners on this matter.
Establish and manage complaint mechanisms and feedback loops between involving beneficiaries, HEKS and, where needed, local authorities.
Ensure relevant lessons, best practices and innovations are captured and shared with relevant partners and stakeholders.
Duration of Employment Contract:Fixed term for Twelve (12) months.
Job Requirements
Education, Qualifications & Qualifications & another knowledge
Minimum BSc/BA degree or equivalent in development Studies, statistics, social science, or other related fields with minimum of 4 years of relevant work experiences inM&E, preferably in INGOs
Experience of leading project M&E in Emergency settings
Experience in field level participatory need assessment, data collection strategy and methodology development for M&E purpose.
Experience of using qualitative and quantitative statistical packages or software for data analysis and interpretation, such as Kobo Toolbox and/or Power BI
Strong understanding of Social Development and gender issues.
Experience of generating information and effective reporting systems.
Excellent analytical, teamwork, negotiation and influencing skills.
Good level IT skills and computer literacy
Fluency in Somali and English language is required
Desirable Qualities, Skill, and Competences
Accountable and responsive within areas of responsibilities.
Ability to generate timely and quality reports.
Gender sensitive and experience with inclusive approach (work with people with disabilities, extreme poor families, minorities, and other marginalized groups)
Ability to understand the cultural context of the rural community and use that culture as an input for community mobilization.
Good communication and coordination skill, preferably with the community and woreda line department
Willingness to works in remote and volatile security contexts, ability to work with minimum supervision
