About Swiss Church Aid(HEKS/EPER)

HEKS/EPER is the aid organization of the Protestant Churches of Switzerland and has its headquarters in Zurich/Switzerland. HEKS/EPER works towards a more humane and more equitable world, assisting people and communities to overcome economic, social, or humanitarian disparities to gain autonomy and to live with dignity both in Switzerland and abroad. HEKS/EPER engages in development cooperation, humanitarian aid and church cooperation and works in more than 30 countries and runs around 200 projects world-wide. HEKS/EPER is a member of the ACT Alliance. In Ethiopia, HEKS/EPER has projects with focus on Humanitarian Aid (WASH, shelter/NFIs, food security and protection), Natural Resource Management, and Inclusive Markets for Smallholder Pastoralists & Farmers. HEKS/EPER is promoting the Triple Nexus approach throughout its interventions and collaborates with local organizations that have technical and sectorial expertise in health, Education in Emergencies, and protection.

Swiss Church Aid (HEKS/EPER) is looking for a qualified and committed Protection officer for an integrated emergency response for complex drought, flood and conflicts-affected communities in Liben zone in Somali region. The project provides WASH, agriculture, protection, and multi-purpose cash assistance interventions to natural disasters and conflict-stricken communities in Somali region. The Protection officer is responsible for overseeing implementation of protection activities according to work plan and allocated budget in accordance with protection standards.

Duration: Twelve (12) months fixed term contract.

Key areas of responsibilities are:

Support establishment/strengthening of locally appropriate Women and Girl Friendly Spaces (WGFS) at target IDP sites to create a safe place where women and girls are supported

Supervise and support trained volunteers to ensure that WGFS are managed properly.

Provide activities and services (such as Skill-sharing sessions and Cultural and communal activities at WGFS based on context and needs of community, with support of trained volunteers

Provide training and support to Committee responsible for GBV case management and referral in their localities etc, including identification, documentation, and referrals.

Ensure the adherence to ethical data collection and data protection and data sharing protocols throughout protection activities.

Provide regular updates on project implementation, including weekly reports, monthly PIM products, and M&E reporting, including early identification of any challenges or barriers to implementation.

Conduct regular protection monitoring through standard checklists and tools to identify protection threats and risks and prepare and submit periodic reports to supervisor.

Establish and maintain coordination with a governmental focal point in target woredas with IDP populations, including host communities e.g Women and child affairs, justice and court offices, Disaster risk management office and Woreda administration.

Ensure availability and proper functioning of safe and reliable complaint mechanisms for safeguarding, PSEA and program-related complaints.

Organize trainings on PSEAH and GBV for woreda and kebele level officials as well as other key stakeholders in the woreda of operation.

Establish and maintain transparent, functional working relationships with local government at woreda level and with the communities and NGOs operating in the project area

Regularly participate in zone and woreda level Protection cluster meetings and other coordination forums as necessary

Perform any other duties assigned by the supervisor

Job Requirements

Education, Qualifications & Qualifications & another knowledge

BA degree in psychology, counseling, sociology, or social work from a recognized institution.

3 years of relevant experience with the first degree and 2 years of relevant experience plus post graduate degree

Experience on implementing or leading Sexual and reproductive health, protection and/or Gender focused projects in emergency and/or GBV case management and services to GBV survivors

Experience on working with internally displaced people.

Demonstrated technical expertise in protection monitoring and responses for IDPs, and host communities.

Fluency in Somali and English language is required.

Desirable Qualities, Skill, and Competences

Understanding of financial requirements of projects and ability to prepare and manage budgets.

Good level IT skills and computer literacy; proficiency in Kobo and other data collection/analysis tools

Accountable and responsive within areas of responsibilities.

Ability to generate timely and quality reports.

Gender sensitive and experience with inclusive approach (work with people with disabilities, extreme poor families, minorities, and other marginalized groups)

Ability to understand the cultural context of the rural community and use that culture as an input for community mobilization.

Good communication and coordination skill, preferably with the community and woreda line department

Willingness to works in remote and volatile security contexts, ability to work with minimum supervision.
