Employment Type: 3 months  

Location: Hintalo  with frequent travel to project intervention woredas and kebeles

Salary: USD  578 .00 (It is to be paid in ETB as per an exchange rate of the month)

Job Purpose:

Education in Emergency (EiE) and Institutional WASH services support to Conflict Affected Populations in Tigray, funded MFA of Czech republic, managed by Concern Worldwide. The purpose of the project is improving access for quality education services for schooling children in conflict affected woredas (Hintallo) in Eastern zone of Tigray region.

Main duties & Responsibilities:

General Responsibilities

  • Ensure links between Concern projects and at local and district level. 
  • Promote equality, especially gender across the project, in line with Concern’s Equality Policy.
  • Promote and protect the reputation of Concern in external settings, ensuring that the organization’s experience and expertise is well communicated and consistently presented.

Project planning and implementation

  • Ensure schools targeted for provision of materials are selected based on criteria set and indicated in project proposal to establishment of child friendly learning environment.  

  • Support procurement of schools materials through verifying specifications and qualities as per agreed standard.

  • Undertake targeting of students affected by conflict in targeted schools for provision of school materials based on allocated resources.

  •  facilitate the implementation of training in collaboration with Woreda Education and organize post training assessment and feedback session
  • Ensure planed capacity trainings are provided according to the implementation plan and as per the standard indicated in project proposal. 

  • Promote the capacity of children through the provision of social-emotional learning sessions by integrating in the teaching and learning proves 

  • Assure that relevant cross cutting themes (child protection, gender, inclusion, PSS safety and life skills) are integrated into the EiE project implementation at the project sites

  • Prepare and send the weekly and monthly updates of the project to Project team leaders in respective areas. 

  • Organize regular discussion session with beneficiaries to collect feedback on the project implementation

  • Facilitate a joint monitoring visit with key partners and organize post supervision discussion session discuss on areas of improvement and share best experiences.

  • ensure proper data record, keeping and reporting system are in place in targeted schools

  • Support the project Manager/team leader in budgeting (submission of budget revisions), expenditure tracking and all aspects of financial management of the project; 
  • Participate in all budget planning, projections, monitoring and financial reporting exercises.
  • Work with Woreda Education and target schools to ensure the participation of community to ensure access and quality 

Human Resource Management:

  •  Identifying training needs for staff and provide (or coordinate) the training necessary for the delivery of a high quality education programme. 
  • Support staff with regular visits to complement the information garnered through reports and discussions.

Coordination, partnership and networking

  • Liaise with Woreda Education experts, school directors to conduct a joint monitoring visit, supportive supervision   and ensure reliable data record keeping and reporting system among targeted schools.

  • Represent Concern Worldwide in any EiE matters (education coordination meetings, joint assessment) at woreda and school level and share timely update to Project Manager/team leader.

  • Facilitate regular review session at woreda level

    Resource Management

  • Liaise with NGOs/UN agencies in the field to ensure coordination of inputs and resources for EiE project activities

  • Provide regular update to project Manager/team leader on the effective utilization of allocated budget for EiE project Woreda (regular review of budget versus actual and take timely action)

  • Work together with the Project Manager/team leader, and school management to ensure that teaching and learning materials and resources planned for EiE project are in place and are properly distributed to the target children and schools 

Reporting MEAL, and Documentation

  • Submit high quality reports to Project Manager/team leader in a timely manner and according to the donor and Concern Worldwide requirements

  • Monitor the impact of the EiE project and promote learning by documentation of best practices for future emergency response works

  • Provide necessary information to Project Manager/team leader, program manager, Tigray Area Coordinator to ensure sustainability of project response (when appropriate)

  • Assist on the documentation of best practices and challenges to generate materials for strategic direction of further implementations of EiE and EiE programming

  • Prepare and sharwe the weekly and monthly updates of the projects to the Project Manager

  • Contribute to the development of new EiE project proposals by providing consistent data and other valid information from the field

  • Represent Concern Worldwide’s core values, mission, vision and strategy with IDP/Returnee communities, local partners and local government

  • Carry out any other duties as instructed by the Project Manager/team leader, program manager and area coordinator. 

  • Ensure M&E is incorporated into all education programme plans;

  • Coordinate and work with MEL officer on data collection at classroom and community level

  • Support in strengthen the monitoring and evaluation systems for the Education Programme; 

  • Ensure that project data  are kept and document properly at each kebele and learning centers and      used for programme learning and revision, where applicable;

  • Ensure effective monitoring and evaluation is in line with Concern policies, and uses standard and approved tools to measure impact and ensure efficiency against programme indicators;

  • Support the team and partners to analyses data collected and to use the information to inform programming;

  • Support the development of downward accountability mechanisms as an integrated part of the planning and evaluation cycles

Safeguarding

  • Raise awareness on the Code of Conduct and associated policies (namely the Programme Participant Protection Policy, Child Safeguarding Policy and Anti-Trafficking in Persons Policy).
  • Be aware of and support individuals who wish to make a complaint and signpost them to the appropriate complaints mechanisms.
  • Ensure access to an up to date directory of services and referral mapping within the local area.
  • Liaise with the Safeguarding Officer for guidance and support.
  • This role description may change as safeguarding evolves within Concern.

Other

  • Ensure team members/partners are aware of core Concern policies and procedures relevant to their work, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability.  Contribute to the implementation of these policies.
  • Perform any other duties as requested by the Education Program Coordinator

Emergency response

Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. To this end, when emergencies strike and the Ethiopia Programme is to respond, all staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organization.

Gender Equality

  • Ensure that programme/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects 
  • Coordinate with the Gender Equality Coordinator in planning,  allocating and implementing a programme budget for gender mainstreaming 
  • Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage 
  • Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.
  • Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored
  • Ensure quality reporting on gender mainstreaming in all programme reports   

Accountability

In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 

  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 

  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 

  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities. 

Essential:

  • BA/MA in education, and  social science with a combination of relevant experiences 
  • 4 years of relevant experience with the first degree.
  • 2 years of relevant experience plus post graduate degree.
  • Working overseas in education, EiE and related development programs
  • Technical understanding related play based education, Social & Emotional Learning, emergency, IDPs including SRGBV;
  • Experience of coaching, training and building the capacity of teachers & other educators
  • Experience in budget management
  • Empathy with Concern’s vision, mission, goal and objectives and commitment to capacity building, protection and participation. 
  • NGO experience is a plus. 

Skills Required 

  • Basic supervisory/managerial skills.
  • Technical and report writing skills 
  • Computer literate. 
  • Fluent spoken and written English. 
  • Good communication and interpersonal skills
